Research On Urban Road Traffic Governance From The Perspective Of Collaborative Governance

With the advancement of urbanization and economic and social development,traffic congestion,road accidents and other problems gradually spread to small and medium-sized cities.Y city,a county-level city in northwest Shandong province,is also faced with problems such as disorderly road order,low traffic efficiency and great hidden dangers.Therefore,it is imperative to alleviate urban traffic conditions,improve urban living environment and carry out road traffic governance.The fourth Plenary Session of the 19th CPC Central Committee pointed out that"we should improve the social governance system featuring party committee leadership,government responsibility,democratic consultation,social coordination,public participation,legal guarantee,and scientific and technological support".The Opinions on Promoting modernization of Transport Governance System and Capacity issued by the Ministry of Transport required "forming a transport governance pattern jointly built,governed and shared by the whole society",and put forward the direction of collaborative governance of transport problems.Based on the angle of public management discipline,this article defines the key concepts such as governance,urban road traffic management,collaborative governance theory,stakeholder theory as theoretical basis,using the method of participatory observation,semi-structured interviews and questionnaire survey research.The participation bodies of cooperative governance,collaborative way between the main body and the main results were obtained as three dimensions.The present situation of coordinated governance of urban road traffic in Y city is presented comprehensively.However,it has to be admitted that there are still many problems in the collaborative governance of urban road traffic in Y City,such as the lack of prominent synergistic main body,the lack of close synergistic relationship between main bodies,the lack of in-depth synergistic degree,and the lack of sustainable synergistic process.The main reasons behind the exploration are the deep-rooted idea of omnipotent government,the imperfect system of collaborative governance,the interest game between the main bodies and the insufficient resources to support collaborative governance.Therefore,the author puts forward the improvement from strengthening the concept of collaborative governance,strengthening the cultivation of collaborative subjects,amplifying the guarantee of collaborative institutions and strengthening the continuous deepening of collaborative efforts.This article summarizes the path of urban road traffic collaborative governance,could more clearly understand the meaning of collaborative governance and the governance value,expand on the application of the current traffic management practice,provide a new path to solve the local traffic management,in order to provide valuable referential suggestions to other domestic same type city on traffic management,promote the sustainable and healthy development of cities.
