Research On Sustainable Development Mechanism Of Urban Reading Space In Hefei Under Collaborative Governance

In the field of public culture,The Law of the People’s Republic of China on Guarantee of Public Cultural Services in 2016 and the Law of the People’s Republic of China on Public Libraries in 2017 were gradually promulgated.Or from the national level to provide legal protection for the construction of public cultural service system,pointed out that the public cultural service should be guided by the government,social forces to participate in the principle of meeting the citizens’ cultural needs as the purpose,and on this basis to provide cultural products,public cultural facilities and a series of related services;Or through the form of legislation to the establishment and operation of the public library and other four aspects to make provisions,in order to better promote the development of public library cause.The promulgation of these two laws has provided strong support for the construction of the public cultural service system from the legal level,and laid a solid foundation for meeting the people’s growing spiritual and cultural needs.Meanwhile,in the private bookstore enterprise operation process,on the one hand,trapped in the human resources cost,place the rent growth,on the other hand,due to the popularity of electronic information resources,the impact of factors such as the popularity of electronic books,makes the entity bookstore earnings harder,normal operation under strong shock,struggling,numerous failures entity bookstore.In order to seek survival,many bookstore enterprises combined with the development trend of The Times,began to gradually explore the transformation of development.Some through the transformation of the bookstore space,free to provide wireless network,rest sofa and so on to create a good environment;Some bookstores enrich business formats,sell book-related cultural and creative products,light food and drink,etc.,to attract human traffic and improve user stickiness,thus giving rise to a new type of public reading space.This paper takes Hefei government,Hefei library,urban reading space operators,residents and readers as the starting point to promote the sustainable development of Hefei urban reading space.Through literature research,network investigation,field survey and other research methods,in hefei area,including four county area city,read a space city as the research object,analyzes the collaborative subject reading in urban public space construction,take in the process of operation,evaluation function,and on this basis,construct the dynamic mechanism and risk control mechanism,mechanism of sustainable development,and summarizes the extracted and solve the problems existing in the mechanism for sustainable development.This paper studies the urban public reading space from six aspects:The first chapter is the introduction.It is divided into four parts,one is the research background and research significance of this paper;Second,the current research situation at home and abroad;The third is the research ideas and research content;Fourth,research methods and innovation points.The second chapter is related concepts and theoretical basis.This chapter elaborates four concepts or theories related to the thesis,namely,urban reading space,including concept and classification;Collaborative governance theory;Concept of sustainable development theory and mechanism.The third chapter is the analysis of the current situation of urban reading space development and collaborative subjects in Hefei.Firstly,it analyzes the status quo of urban reading space in Hefei from the aspects of its development history,basic information,operation effect and formation mode.Then,based on the analysis of the current situation,four cooperative subjects are defined and analyzed under the theory of collaborative governance:Hefei government,urban reading space operator,Hefei library and resident readers.Finally,on the basis of current situation analysis and collaborative subject analysis,the collaborative governance model of reading space in Hefei City is constructed.The fourth chapter analyzes the influencing factors and mechanism construction of the sustainable development of urban reading space in Hefei under collaborative governance.This chapter is divided into two parts.One is the analysis and determination of the influencing factors of sustainable development,including dynamic factors and risk factors,by means of literature research and bibliometrics.The second is to construct the sustainable development mechanism by determining the influencing factors,including the dynamic mechanism and the risk control mechanism.The fifth chapter is about the problems existing in the sustainable development mechanism of Hefei’s urban reading space under collaborative governance.Based on the analysis of the sustainable development mechanism constructed in the fourth chapter,five problems of power and risk are extracted respectively.The sixth chapter is the suggestions for improving the sustainable development mechanism of Hefei urban reading space under collaborative governance.In view of the problems extracted in Chapter 5,solutions and improvement suggestions are given to help the sustainable development of urban reading space in Hefei.
