Research On Improving The Supervision System Of Construction Projects Bidding In The Light Of Collaborative Governance

Engineering construction projects are related to China’s social and economic development and people’s livelihood security.With the rapid development of the market economy,China’s bidding system is gradually improving,and bidding activities are becoming more and more standardized.However,judging from the corruption in the bidding field of engineering construction projects investigated in recent years,it is undeniable that there are still many problems in the bidding supervision of engineering construction projects.In recent years,the Chinese government has gradually put the supervision of public resource transactions in an important position.However,the supervision of the bidding and tendering of engineering construction projects is still based on the government supervision as the main means,and the government supervision is mainly a segmented supervision mode.Various government departments perform their respective duties and do not achieve effective coordination.In view of this,this paper takes K city of G Province as the research object,uses the public interest theory and collaborative governance theory,and studies the problems existing in the supervision of bidding and tendering of engineering construction projects through literature research and questionnaire survey.Through the analysis of survey data,it comes to the conclusion that the construction of supervision system is imperfect,there is a shortage of supervisors,the supervision is insufficient,the collaborative supervision is insufficient The frequent violation of discipline by supervisors is the main problem in the supervision of bidding and tendering of construction projects at this stage;The main reasons for the poor supervision effect are the scattered supervision functions,the scarcity of professionals,the backward supervision methods,the imperfect collaborative supervision mode and the small punishment.Finally,based on the problems found in the research,the collaborative governance theory is used to build a collaborative regulatory network of mutual cooperation,mutual support and mutual supervision between the government,market,society and other diversified regulatory subjects and objects,and strive to find the optimization path of the bidding regulatory system under the new situation,from improving the regulatory system,enriching the regulatory force,strengthening the top-level design,strengthening the constraints of bidding parties,strengthening information sharing Strengthen the supervision of supervisors and other aspects,and put forward countermeasures and suggestions for the optimization of supervision of bidding and tendering of engineering construction projects in K city.
