Research On Institutional Safeguards For The Implementation Of General Contracting Mode In China

The general contracting mode has been widely paid attention by the construction industry at home and abroad because of its advantage of integration.Although the general contracting mode has been proposed in China for 30 years,its implementation process is still not very smooth due to the influence of traditional contracting mode and many factors.In this context,in order to promote the steady,efficient and sustainable development of China’s construction industry,in-depth analysis of the factors restricting the implementation of the general contracting mode in China,and comprehensive exploration of the path and institutional guarantee for the stable and sustainable development of the general contracting mode are of positive significance in the project practice.In this paper,the general contracting mode and institutional guarantee are summarized,and the scope of the general contracting mode and the boundary of institutional guarantee are defined.Secondly,through the literature research method,expert interviews and various policy documents issued by the government,starting from the three aspects of the government,the market and the main body,guided by the system guarantee,and aiming at the four aspects of the legal system,the approval system,the market system and the regulatory system,12 institutional defects of China’s implementation of the general contracting mode are put forward.Finally,DEMATEL method and ISM method are comprehensively used to analyze the influence relationship and action path among various institutional defects.In order to reduce the subjectivity of experts in the evaluation of association relationship,Grey system theory is introduced to construct the integration method of GreyDEMATEL-ISM,so as to analyze the influence of institutional defects on the implementation of the general contracting mode.Through the hierarchical study of institutional defects,it is found that there are complex influence relationships among each point.Among them,seven key influencing factors are identified,including unreasonable tax system for the general contracting projects,unreasonable approval mechanism,imperfect the general contracting market access mechanism,inability of supervision enterprises to be competent for the general contracting mode whole-process consultation,lack of the general contracting project information integration platform,imperfect supervision system for subcontracting and illegal subcontracting,and imperfect supervision system for construction quality and safety.Based on the above research analysis and the implementation of the general contracting mode in China’s construction industry,optimization measures for construction drawing review process and clarification of responsibilities for both parties in the consortium are proposed from the perspectives of legal system,administrative system,and industry norms,as safeguard measures.By studying the institutional guarantee of the general contracting mode in China,this paper aims to provide institutional guarantee for the promotion of the general contracting mode in China.
