| China’s construction industry has long implemented the mode of separation between design and construction.Although it has improved the quality of engineering construction to a certain extent and promoted the development of the construction industry,this mode is low in efficiency and can no longer meet the needs of the modernization development of China’s construction industry.As an internationally accepted engineering construction management mode,EPC general contracting mode can deeply integrate the design,procurement and construction of engineering projects,and has the advantages of shortening the construction cycle of the project,improving the comprehensive benefits of the project and reducing engineering disputes.Since the 1980 s,China began to study,introduce and popularize it.Although it has made some progress in the implementation of China,it is undeniable that it has not been widely recognized in China and the implementation is not very ideal.Therefore,how to quickly grasp the main restraining factors and take effective measures to promote the better and faster development of EPC mode in China is an important research topic in the complicated system of implementing EPC mode in China.This paper uses Grey-DEMATEL method and evolutionary game theory to study the main factors that restrict the implementation of EPC model in China,focusing on the key factors,the interaction of the factors and the optimal behavior strategies of all parties in China.This paper first identified 28 restraining factors for the implementation of EPC in China through detailed literature research system.Through interviews and questionnaires with experts from academia and engineering circles,14 major constraints for China to implement the EPC model were finally identified.Then,this paper uses Grey-DEMATEL method to analyze these 14 constraints,classifies them into cause factors and effect factors,and analyzes the causality and centrality of constraints.In addition,this paper establishes a tripartite evolutionary game model of "government,construction unit and enterprise" based on evolutionary game theory,and analyzes the behavior strategy selection and evolutionary stability conditions of the players.The results show that the most fundamental factor and the most critical factor restricting the implementation of EPC model in China is the lack of documents regulating the market behavior of engineering general contracting in China,and the most important result factor is that the general contracting enterprises have a large contract risk.The government,enterprises and construction units are the key subjects to determine the implementation effect of EPC mode in China.In the process of implementing the EPC mode in China,the most favorable and most easily realized stable strategy in the short term is that the government adopts the strong incentive strategy to implement the EPC mode,the construction unit chooses to adopt the EPC mode actively,and the enterprise chooses to carry out the EPC project actively.In order to realize the stabilization strategy,the government needs to obtain more benefits than the cost,the extra cost paid by the construction unit in the EPC mode is less than the tax paid by the traditional contract mode,and the economic benefits and subsidies obtained by the enterprise in carrying out the EPC project are greater than the cost paid.Finally,according to the above research results,the paper puts forward corresponding countermeasures and suggestions to promote the implementation of EPC mode in China from the government level,the construction unit level and the enterprise level.The research results of this paper can provide some reference for the government to formulate and implement the relevant policies of EPC mode,provide some reference for the construction units and enterprises to adopt the EPC mode to make decisions,and bring some help for the sustainable and healthy development of China’s construction market. |
