At present,rural areas in Mengwa flood storage area are facing population loss,economic downturn,rural decay,and a series of social structure changes,economic recession,ecological environment damage and post-disaster recovery caused by stagnant floods,rural resilience can be a "quality inspector" for rural development and a "guiding target" for sustainable development,and resilience governance can provide innovative governance ideas and promotion paths for risk response and sustainable development of rural revitalization in rural poor areas.Therefore,this study aims to reduce the impact of urban-rural gap and flood storage and waterlogging disturbance on rural residents in Mengwa,promote the optimization of rural spatial layout,industrial adjustment,and help the sustainable development of rural areas.In this study,literature combing,field research,data analysis and comparative research were used to study the evaluation and planning strategies of rural resilience in Mengwa flood storage area,and the main contents include:(1)the research on rural resilience at home and abroad in recent years,the exploration and practice of rural disaster response,the methods and measures of disaster response in flood storage areas,the differences in rural resilience evaluation systems,and the theory of resilience;(2)Based on the adaptive cycle theory and pressure-state-response model of evolutionary resilience,a rural resilience evaluation system focusing on three levels: rural disturbance intensity,rural resilience and rural adaptability was constructed,and the spatiotemporal evolution characteristics,spatial correlation characteristics and rural resilience development law of rural resilience in Mengwa flood storage area from 2000 to 2021 were studied.(3)The influence mechanism of rural resilience in Mengwa flood storage area was studied from three aspects: rural resistance system,rural adaptation system and external regulation system.(4)According to the types of resilience structure changes,the resilience planning of shrinking,stable and improved rural land was preliminarily explored according to local conditions.Main conclusions:(1)Combining the translated evolutionary resilience theory with the pressure-state-response model,a rural resilience evaluation system focusing on three levels: rural disturbance intensity,rural resilience and rural adaptability was constructed,and the resilience evaluation was optimized from time point to time period;(2)The identification of the resilience stage of Mengwa countryside shows that in the process of rural external shocks,the release-reorganization-utilization stage is a small cycle in the growth-preservation cycle participating in the "evolution timeline",rather than an orderly cycle of growth-preservation-release-reorganization;(3)In the law of rural resilient development,rural adaptability has a "peak period",which is the fastest time for rural development,that is,the best stage of rural development,which can be extended and applied to the breakthrough of rural development power and help sustainable development;(4)The evaluation of rural resilience in Mengwa flood storage area from 2000 to 2010 and 2010-2021 found that the disturbance intensity of rural areas in Mengwa flood storage area decreased from 0.225 to 0.187,rural resilience increased from 0.078 to 0.106,while rural adaptability decreased from 0.194 to 0.156,rural comprehensive resilience decreased slightly from 0.498 to 0.452,"east-west growth,central decline",and was divided into elevated type and stable type according to the type of resilience structure change,shrinkage type,and the spatial agglomeration effect is significantly reduced;(5)Combined with the rural development curve of Mengwa flood storage area,it is found that the overall rural areas in Mengwa flood storage area are currently in the period of declining adaptive capacity,that is,the middle and late stages of "the best stage of rural development",and the momentum of rural development is insufficient;Some villages such as Cuiji Village and Caotai Village are in the period of rising adaptability,that is,the first and middle stages of "the best stage of rural development",and rural development momentum is strong;(6)The study of the impact mechanism of rural resilience in Mengwa flood storage area found that rural pre-disaster preventive measures and the degree of normal living security at the time of disaster were the main influencing factors of their resilience,the richness of rural natural resources and public resources were the intrinsic influencing factors of their resilience,and the external regulatory effects such as post-disaster compensation measures,government investment,and upper-level planning were the external influencing factors of their resilience.(7)Develop different planning strategies for different types of rural resilience: the contraction type should pay attention to the improvement of basic and disaster prevention facilities and the optimization and adjustment of production space;Stable villages should focus on encouraging and stimulating secondary industries such as rural agricultural product processing;Under the strong momentum of development,upgrading villages promote tertiary industries such as leisure and tourism,tourism and entertainment,or historical and
