| For a long time,the tidal area of the Yellow River is an important area for flood discharge and detention,sediment deposition,and is the home of the people in the tidal area.With the release and implementation of the relocation plan for residents in the Yellow River Beach area in Shandong Province,600,000 residents have changed their suffering fate and realized their dream of settling down.However,in the context of global climate change,extreme climate and natural disasters have more and more serious impacts on urban and rural areas,and there are still rural settlements in Changqing beach area that have not been moved and are vulnerable to flood disasters.How to deal with the impact of flood disasters,improve the human settlement environment in Changqing beach area and grasp the balance between flood control and economic development is still particularly important.The strategy of ecological protection and high-quality development in the Yellow River Basin and related policies point out that the types of beach areas should be divided according to the specific conditions of beach areas,and policies should be made according to local conditions and beaches.Flood control construction and land use in the downstream beach areas should be managed as a whole,and resilience should be regarded as the new concept and new goal in the development of urban and rural planning.It can provide new guidance for flood adaptability development and sustainable development of rural settlements in Changqing tidal area.Therefore,under the combination of practical background and policy background,the development status of Changqing beach area should be fully considered,and the flood control resilience of rural settlements in the beach area should be gradually improved,so as to protect people’s safety,improve living environment and seek economic development.The thesis consists of six chapters.The first chapter raises questions based on macro,policy and practical background,sorts out the domestic and foreign research status of resilient urban and rural areas and Yellow River tidal area,defines relevant concepts,clarifies research significance,and establishes research framework.The second chapter analyzes the problems.On the one hand,it reviews the concept,theory and practice of toughness,toughness in urban and rural areas through literature research,summarizes the development trend,and studies the compatibility and matching degree between the concept of toughness and the Yellow River tidal area.On the other hand,through the analysis of resilience design cases,summed up the flood prevention resilience improvement strategy that can enhance the resilience characteristics of beach area.The third chapter establishes the planning ideas and evaluation methods of resilience improvement through literature research and case analysis.Based on the field investigation and interview,the disturbance factors and related vulnerabilities of rural settlements in Changqing beach area are analyzed,and the insufficient resilience aspects are explored according to the living space,ecological space,production space and community organization carriers,so as to provide a basis for the proposal of resilience improvement strategies.In Chapter four,based on the theory of resilient urban and rural areas,resilient design case studies and the spatial analysis and evaluation of rural settlements in the Yellow River Beach area,the author puts forward some improvement strategies,including production space--maintaining the resilience of economic development,living space--improving the resilience of engineering facilities,ecological space--enhancing the resilience of ecological environment and community organization--enhancing the resilience of social security.Then,the flood control resilience system is constructed based on the promotion strategy and the adaptability planning of three stages: pre-disaster,mid-disaster and post-disaster.The fifth chapter is the practical application.Xilong Village in Changqing Beach District is selected as the research object to conduct literature research,field investigation and questionnaire distribution,analyze the village flood control risk,and provide the basis for the subsequent design.Finally,the resilience of the village’s "livelihood" space and community organization is improved.Chapter six summarizes the theoretical and practical achievements of the full text,and points out the research deficiencies and future prospects.The thesis has the following innovative achievements:(1)Introduce the concept and method related to toughness in the flood control construction field of the Yellow River beach area,study the compatibility of toughness and the Yellow River beach area,analyze the toughness design cases at home and abroad,and summarize the correlation between the toughness improvement strategy and the enhanced toughness characteristics,so as to provide innovative ideas,theoretical reference and practical reference for the rural settlements in the Yellow River beach area under the hidden hazards of floods.(2)Put forward the improvement ideas of flood control resilience for rural settlements in the Yellow River beach area,determine the evaluation methods of flood control resilience,and then analyze and evaluate the flood control resilience in Changqing Beach area,excavate and summarize the general vulnerability and lack of resilience characteristics.(3)Put forward the strategy of improving the flood control resilience of rural settlements in the Yellow River Beach area,build the flood control resilience system,take Xilong Village as the research object to verify,realize the improvement of the whole flood control resilience of Xilong Village,and can be used as a demonstration site to provide experience reference for rural settlements in the Yellow River Beach area. |
