Study On Spatiotemporal Evolution And Correlation Of Urban Flood Disaster Resilience In Henan Province

Abstract/Summary:
Our country has a large population and a vast territory,which is seriously affected by natural disasters.In recent years,under the influence of continuous urbanization and global warming,Chinese cities frequently encountered urban waterlogging disasters,which posed a great threat to people’s life and property.In order to alleviate the impact of urban flood disasters on urban systems,the country clearly proposed to build resilient cities in the 14 th Five-Year Plan to improve the resilience of cities and citizens’ sense of security.In view of this,this paper constructs an assessment framework through theoretical research and literature research,uses the systematic review method to determine the assessment indicators,and forms the final evaluation system of urban flood disaster resilience in Henan Province according to the correlation test.On this basis,the index weights were determined by the comprehensive weighting method,and the urban flood disaster resilience index of Henan Province during2016-2020 was calculated by using the multi-criteria optimization and compromise solution method(VIKOR).The spatial and temporal evolution trend and spatial correlation characteristics of urban flood disaster resilience in Henan Province were explored by combining mathematical statistics,geographic information technology(GIS)and spatial econometric model.The main conclusions reached in this article are as follows:(1)Combined with the evolution process of disasters and the city’s component factors,an evaluation framework with three evaluation dimensions including disaster causing factor,disaster resistance factor and disaster bearing factor was constructed,and an urban flood disaster resilience evaluation index system with a total of 20 indicators from social,economic and natural aspects was formed in Henan Province.(2)The results of the study on the time series show that the urban flood disaster resilience of Henan Province shows a fluctuating upward trend during the study period,and the urban flood disaster resilience value increases from 0.4439 in 2016 to 0.5238 in 2016,showing a good development trend.The flood disaster resilience levels of cities in Henan Province differ significantly,and the difference degree of urban flood disaster resilience values increases,indicating that the development of urban flood disaster resilience in Henan Province is in an unbalanced state.(3)The results of the study on spatial pattern show that the spatial differentiation of urban flood disaster resilience in Henan Province during the study period is obvious,and the spatial distribution characteristics of "high in the west and low in the east" are gradually formed,with the core city of Zhengzhou as the watershed.In terms of the quantitative spatial characteristics of urban flood disaster resilience,compared with 2016,the proportion of medium-level urban flood disaster resilience in 2020 in Henan Province increased,and the spatial structure of the hierarchical quantitative shifted to an "olive distribution pattern".(4)The results of the study on spatial correlation show that,in terms of spatial global correlation,the spatial heterogeneity of urban flood disaster resilience in Henan Province is weakened,while the spatial correlation is enhanced,and the spatial agglomeration effect is obvious,which reflects that urban flood disaster resilience in Henan Province is developing towards equilibrium.In terms of spatial local correlation,there was no significant local agglomeration effect in Henan Province during the study period,and the non-significant agglomeration area always accounted for more than 75%,which reflected that the spatial local correlation of urban flood disaster resilience in Henan Province was stable without significant changes.
