| Community is an amalgamation of social life which is created by residents who live in a certain area engaging in varied social activities and forming diversified social relations.With the reform and opening up,great achievements have been made in community building of our country,emphasizing the great value of social public service increasingly.However,problems such as strong administration colors,lagging service system,inadequate participation of social and market forces and old patterns of governance model still exist in community in our country.Weakness of community service,community governance,physical space and environment and basic infrastructure jointly exist in community in old city.Thus,necessity of resilient community planning is highlighted given that multiple risk factors underlying in community in old city.Therefore,under the theory of evolutionary resilience,this dissertation conducted deep study on how communities in old city can adapt complex and dynamic social environment by taking Shengli Community in the city of Jiayuguan as a typical example for study.Seven research methods employed in this dissertation,which were literature review,observation,questionnaire and interviews,system analysis,qualitative analysis as well as quantitative analysis.First,conception of community of old city was defined,followed by illustration of development and implementation of theory of resilience with literature review at the beginning of the essay.The essay elaborated the reason and meaning that evolutionary resilience theory was used in this research as well as teased out related theories about community planning and governing.Second,research materials and data of Shengli Community about community special environment,infrastructure,service,governance,resources and residents' opinions were collected based on the theories foreshadowing by field investigating,interviewing and using questionnaires.Collected materials were conducted corresponding qualitative analysis,quantitative analysis and systemic analysis.Common measurement dimensions of resilient community were employed as comparison objective of corresponding dimensions of Shengli Community,which are ecological environment,social dimension,economy,infrastructure,living environment and institution.Then the degree of resilience of Shengli Community was drawn by comparing the two parts and quantizing the outcome.Based on the outcome of measurement,combining aspiration reflected in questionnaire,framework of resilience of Shengli Community was devised: community space and environment,infrastructure,service and govern are contents of resilience planning.Ecological environment,resource efficiency,public space and entertainment,aesthetic design,blue and green infrastructure,municipal facilitates,non-motorized traffic,static traffic,multiple service category,participatory community,intelligent service,multi-governing model,public participation,community economy,community security,disaster prevention and community planning are dimensions of resilience planning.Green,inclusive,flexible,redundant,resourceful,robust,integrated and reflexive are goals of resilience planning.Strategies of community resilient planning were made with the clear orientation for improvement.In the end,theory frame of resilience planning for community of old city was discussed and long-term operation mechanism of resilient community was explored.Community planning under evolutionary resilience theory should consider strengthening short-term intervention and longterm adaptability while remain main functions of community unchanged so that community can adapt complicated environment that full of risks flexibly and dynamically.Given that community of old city might encounter natural risks,technical risks,social risks and dynamic risks,community resilience planning needs to involve humane and reasonable planning and design of material space as well as modern community service and management model with cooperated governance. |
