| With the acceleration of urbanization,the urban population has become denser,and the spatial-temporal dynamics and spatial spread of sudden epidemic infections have intensified,resulting in significant social impacts.Responding to public health incidents requires coordinated governance by the government,society and the public.As an important part of public health emergency management,the existing emergency management system has obvious deficiencies.Therefore,it is urgent to establish and improve the public health emergency site reserve system in accordance with the principle of "combining epidemic control",deeply analyze the public’s cognition of the public health emergency place reserve,clarify the weak links of the reserve system,and reduce the waste of social resources.In the background of sudden epidemic situation,based on crisis management theory and new public management theory,this paper constructs a public health emergency place reserve system,and uses system dynamics theory and methods to simulate.Based on the theory of planned behavior,combined with the two social influences and risk perception factors of perceived prevalence and perceived risk,this paper constructs a public cognition model of public health emergency place reserves,uses structural equations to verify the proposed model hypothesis,and systematically analyzes the public cognition of public health emergency place reserves.The purpose of this study is to deeply analyze the operation and the public cognition of the public health emergency place reserve system,and to provide a theoretical reference for accelerating the establishment and improvement of the public health emergency place reserve system and improving China’s public health emergency management system.The specific research of this paper is as follows.(Ⅰ)This paper defines the relevant subjects of the public health emergency place reserve system with behavioral theory,and analyzes their behaviors to construct a public health emergency place reserve system including four links: government administration,technology supply,reserve utilization and information feedback.(Ⅱ)Based on the theory and method of system dynamics,this paper constructs a system dynamic model of the public health emergency place reserve,and uses the Logistic function to quantitatively study the relationship between related factors.The results show that: all links of the public health emergency place reserve system run well,and the government administration is in the leading position.(Ⅲ)Based on the theory of planned behavior and combining the two variables of perceived prevalence and perceived risk,this paper constructs a social public perception model of public health emergency place reserves,and puts forward hypotheses based on the constructed model,and uses structural equations to verify the research hypotheses.The results show that: the public cognition of public health emergency place reserve is good,and the public’s perceived prevalence of the public health emergency place reserve has a positive impact on the perceived usefulness,ease of use and participation attitude;the perceived ease of use has a positive impact on the perceived usefulness and participation attitude;perceived usefulness has a positive impact on participation attitude,and participation attitude has a positive impact on participation willingness;perceived risk doesn’t has a negative impact on participation attitude and willingness.(Ⅳ)In order to promote the development of the public health emergency place reserve system,this paper puts forward countermeasures and suggestions from four aspects: strengthening government administration,improving technology supply capacity,improving reserve utilization capacity,and strengthening publicity and education. |
