Study On The Calculation Method Of The Intensive Utilization Potential Of Rural Residential Areas Based On Potential Mining Paths

A large population with relatively little arable land is the basic feature of China’s land resources.With the rapid progress of urbanization,the transfer speed of rural population engaged in non-agricultural production is also accelerating.The scale of rural residential land has not decreased,but has increased together with the scale of urban land.Per capita land use exceeds the standard and extensive use of land are becoming more and more serious.Controlling the disorderly growth of rural residential areas and revitalizing the stock of land resources are the key problems to be solved in the implementation of China’s new urbanization and rural revitalization strategy,and an important task for the control and utilization of land resources in China in the new era.At present,the potential calculation of intensive utilization of rural settlements is mostly based on the per capita land use standard method,average household land use standard method and land idle rate method,and then combined with the coefficient correction of natural,economic and other factors,but the basic path of potential mining is ignored,so the method itself does not match the actual situation,and the guiding significance of practical work needs to be strengthened.This paper constructs the calculation method of intensive utilization potential based on the potential mining path,which has important theoretical and practical significance for revitalizing the stock of rural land resources,improving the level of economical and intensive utilization,promoting the release of the stock potential,realizing the balance of occupation and compensation of cultivated land,and alleviating the contradiction between supply and demand of land resources.Firstly,define the connotation of the potential of intensive utilization of rural settlements.The scale of rural settlements that can be reduced is taken as the connotation expression of intensive utilization potential.Compare the advantages and disadvantages of the commonly used potential calculation method of rural settlements.Based on theoretical analysis and the summary of the potential mining of the stock of rural residential land across the country,four potential mining paths are proposed: "coordinated and joint improvement of urban and rural population and land","layout optimization and improvement of rural settlements","revitalization and improvement of idle land" and "multi-path comprehensive guidance,control and improvement".The potential measurement mode corresponding to the path is also constructed,and the influencing factors of the potential realization of each path are further analyzed.Secondly,an empirical study is conducted on Haining city,Zhejiang Province,which is at the forefront of urbanization and rural revitalization.Based on the systematic analysis of the characteristics of rural residential land in the study area,the potential of the study area is effectively calculated based on the above four potential mining paths and potential measurement model.The calculation results show that the potential of rural residents varies greatly in the four paths.The calculation result of the potential mining path of "coordinated and joint improvement of urban and rural population and land" is the largest,which is the main basis for the conclusion of the huge potential of intensive utilization of rural settlements in China.Its potential can only be realized in a very ideal state,and the potential mining by this path is basically unrealistic in China at this stage."layout optimization and improvement of rural settlements" is the mainstream potential mining path of the current research area,and the calculation results are far smaller than the potential mining results of "coordinated and joint improvement of urban and rural population and land".The actual scale of idle land in the study area is small,so the calculation result based on the potential excavation path of "revitalization and improvement of idle land" is the smallest.The path mining method of "multi-path comprehensive guidance,control and improvement" integrates the above three path calculation methods,which fully considers the will of farmers,the enthusiasm of local governments and the fiscal expenditure capacity,which is the development trend of potential mining.The calculation results based on the path of "multi-path comprehensive guidance,control and improvement" will change with farmers’ will,rural land system reform and economic development,which is a dynamic process.At the present stage,the calculation results of this potential mining path are smaller than the calculation results of "coordinated and joint improvement of urban and rural population and land" and "layout optimization and improvement of rural settlements".Finally,according to the influencing factors and existing problems of the potential mining of rural settlements,provide specific policy suggestions to promote the release of the potential of rural settlement...
