| Under the impetus of nearly thirty years of rapid industrialization and urbanization,the space and our city population has been seen rapid expansion.This expansion leads to a huge contradiction between people and land,such as land demand and land protection contradiction,the efficiency of land use,land use patterns scattered underground,land shortage and other difficulties.The pressure forced the land use pattern in China transformed from “incremental expansion” to “stock optimization”.The core content of the stock optimization land use pattern is to improve the efficiency of land use and realize the compact and intensive use of land.The old industrial district is the most typical spatial layout mode in the planned economy period of china.The high proportion of industrial land and low output benefit of land are the prominent problems of land efficiency in this region.Thus,how to identify low-efficiency land and improve the efficiency of land use has become the core task of stock planning.The essence of land intensive use in old industrial district is the replacement and recycling of land.In addition,the research on the potential of land intensive use is an important premise and basis for redistribution of resources.Based on comprehensive evaluation of the potential of intensive utilization,rational planning objectives and strategies can be formed.Therefore,this paper chooses the land intensive use potential as the research angle.The present research on intensive land use both here and abroad has laid a certain foundation but also has some limitations.Research abroad focuses on the analysis of the participants and organizational models in the process of reform,which has certain theoretical significance.Moreover,research in China is accompanied by the expansion of incremental development stage,and the research is lack of adaptability to the stock land utilization.Limitations are embodied in three aspects: firstly,the research objects are mostly aimed at agricultural production,and few of them involve the stock of construction land.Secondly,the research purpose is to evaluate the current situation of intensive use and lack the potential evaluation.Thirdly,the research method is mainly multi factor comprehensive evaluation,which cannot reflect the relationship between the system parameters,namely the change of local index system in difference.Fundamentally speaking,the lack of adaptability to the analysis of stock land potential is the lack of understanding of the inherent laws of urban spatial structure adjustment.It is admitted that self-organization of urban space is a potential mechanism for urban development.Thus it is crucial to the urban space renewal to understanding and grasp of self-organization mechanism.The self-organization rule provides an ideal land use model for the dispersed market players at the same time.Therefore,when compared the reality of the development with the ideal state.there will be some deviation,the assurance of this deviation is the basis for planning interventions,it is also the meaning of stock planning.Therefore,the topic starts with the self-organization law of the adjustment of urban spatial structure,attempting to analyze the internal mechanism of urban spatial structure adjustment.Through interpreting the trend of structural adjustment,the research is aimed to guide the re layout of space resources by measuring the potential with deviations from reality and reality.The research follows the logic of “theory,method and strategy”.In the theoretical research,the framework is constructed through the internal correlation analysis between the self-organization theory and the intensive use of land.In the method research,the technological route of “mechanism simulation measure” is formed to work as the research paradigm.In the strategy research,the planning strategy is proposed combined with quantitative data analysis.Specific land intensive use potential measurement methods are as follows: By introducing the theory of urban self-organization,the paper reveals the self-organization mechanism of land structure adjustment in old industrial areas.By simulated evolution trend of intensive use under self-organization laws,the present situation of land use efficiency is estimated by means of intensive expectation.Taking Gulou District,a typical old industrial district in Xuzhou city,as an example,using remote sensing data,spatial data and planning data,analysis of spatial logistic model is constructed,which is used to analyze the mechanism of self-organization.Using spatial syntax and GIS space analysis,a land use density allocation model is constructed.And then Using coordination degree function,a potential measurement model is constructed.Lastly,based on the data of land intensive utilization potential,the distribution scope and scale characteristics of potential land are described.The results show that self-organization theory will form a principle to explain the coordination between function and spatial form,which can reflect the spatial structure of the law to adjust the stock.The process of Xuzhou’s old industrial land adjustment showed that dense filling from rivers,along the railway axial dependence and natural ecological separated spoking layout to the circle and the massive trend of agglomeration.The overall speed and amplitude of industrial layout adjustment is at a high level.But the land adjustment has its own limitation such as the area always near relocation and land replacement function is limited in the types of living.Industrial upgrading,traffic improvement and urban planning have great influence on the adjustment of industrial land.The change of land intensification in Xuzhou is remarkable.From the time dimension,the intensification is continuous increased.The average intensity was increased from 0.2323 in 1995 to 0.4522 in 2015.From 1995 to 2005,the intensity of the increase was relatively slow,and from 2005 to 2015,there was a significant increase.This changes reflects the effect of land structure adjustment.From the spatial dimension,the intensity of urban centers and suburban areas increased rapidly.This phenomenon reflects the interaction between spatial accessibility and land use density.As concentrated area for industrial use GULOU district has great potential for intensive land use.There are 33 grids with higher potential level(IV-V level),accounting for 6.8%,which are mainly distributed in area of JIULI,PIPA,TONGPEI,FENGCAI.There are 201 grids with medium potential grade(II-III),accounting for 40.8%,which are distributed in area of TONGPEI,FENGCAI,PANGZHUANG,JIULI,DONGHUAN,JINSHANQIAO.From the view of types of land use,industrial land accounted for 66.3% of the total potential land,which is consistent with the layout of the planned land arrangement in the old industrial district.From the view of location distribution,the intensive utilization potential of the urban suburbs is greater.Quantitative analysis of land intensive use potential provides a basis for the spatial layout of the stock planning of the old industrial areas.At the same time,considering the reduction of transaction costs,planning policy should also make adaptive adjustments.Based on the complexity of land ownership and property right transaction in husband’s estate,Planning policies should also be adjusted accordingly.For example,the function areas are divided by urban renewal units,the system design of the scope of transformation is carried out in the form of volume compensation.These measures can effectively ensure the implementation of the transformation projects in investment,fund-raising and functional layout.The main conclusions of this research are as follows:(1)Planning decision based on data analysis is the basis of orderly evolution of land readjustment in old industrial area.Through the analysis of the evolution process and characteristics of land readjustment in old industrial districts,overall level of development timing and land reserve planning is formulated.It is the basis for promoting the effective evolution of land readjustment.The adjustment of industrial land is closely related to the positioning of urban functions,as well as urban land supply,and land efficiency.Meanwhile,the adjustment of industrial land also affects the allocation of land for commercial,residential and public facilities.It is a complex and systematic project.Therefore,it is necessary for the government to give guidance adjustment decisions at the policy level.Otherwise,when the adjustment of industrial land is only the replacement of land by some enterprises from their own interests,the land use function will be further disordered,and the land use efficiency will continue to decrease.At present,China’s suburbanization of traffic conditions,production and living facilities are still not perfect.That’s why enterprises cannot support the relocation of suburban districts and counties.Accordingly,the present relocation appears in the characteristics of short distance relocation.This method not only encroached on the ecological space of the suburbs,but also faced the problem of relocating again after the further development of the city.If we do not strengthen the development of public transport to the suburbs of the rapid progress,and give full play to the macro-control function of the government public utilities,it will lead to the plight of enterprises lack of driving force.(2)The coordination of land structure is highly explanatory to the intensive use efficiency of land.In the system,structure and function are the two most essential characteristics of the system,and it is also one of the basic problems in the research of system discipline.The consensus on the relationship between structure and function includes: land structure is the basis for the formation of land functions,which determines the land function.land function has a significant impact on the land structure.Reasonable land system can promote the maximization of land system function form.Through the analysis and reference for the structure and function of the dialectical relationship between the system theory,the structure and function of land,and their influence on land intensive are analyzed.The analysis indicated that the information content of the land structure can explain high efficiency of the intensive use of land.(3)The model of land intensive use potential based on self-organization can effectively reflect the advantages and location of the future development of the old industrial areas,and guide the development of regional compact.In view of the low benefit brought by the planned land layout in the old industrial district,in the stock land reuse planning stage,planning should obey the law of selforganization.The relation between spatial accessibility and land use density is explained,which can help us describe the ideal density of the excavated land.Accordingly,the method of measuring the potential of land use based on ideal values is formed.Grasping the overall distribution of potential land and characteristics of the allocation of space resources is crucial to the provision of directional basis.In consideration of the limitation of land ownership,pollution degree and industrial relics protection,the results can be obtained according to the scope of land use.The results show that the method can effectively judge the regional intensive utilization potential and internal differences.Compared to the traditional methods,it can better reflect the development of urban selforganization.(4)Reducing the cost of property right transaction is the core of the system construction in the stock planning of the old industrial district.In stock planning,the basic function of land division is not the rational structure of land use,it is to determine the mutual interests of land use in space.Therefore,the strategy of stock planning should be closely related to the balance of interests.The theory of stock planning,the establishment of technical methods and management system are quite different from those of incremental planning.But the core of its work is still land use and related spatial support system.This determines the stability of the basic theory of the discipline at the technical level.The introduction of analytical tools,such as institutional economics,contributes to a more profound understanding of the connotation of transformation.On the one hand,the spatial design based on potential measure is constructed.On the other hand,based on the system design of property right transaction costs the implementation mechanism of the old industrial district renewal planning is discussed.The spatial planning scheme should be adjusted from three aspects: the growth boundary delimitation,the function area delineation and the planning time sequence delimitation.Quantitative data based on the evaluation of intensive use potential provides the basis for the content of these plans,which is characterized by small scale,gradual and multi-party participation. |
