Evaluation On Consolidation Potentiality And Spatial Distribution Optimization Of Rural Settlements

The consolidation of rural collective construction land is not only the platform of new countryside construction, but also the main content. At the same time, the consolidation provides a powerful support for the development of the urban areas. It is an important and fundamental work to calculate the potentiality of the consolidation of rural collective construction land. And its consequences are scientific and reasonable or not have an influence on the scientific rationality and operability of the land consolidation planning. For now, the researches which aim at the calculation of the potentiality of the consolidation of rural collective construction land use single method mostly. Actually, the consolidation of the rural collective construction land is limited to the conditions of the nature, society and economy. And there are differences in the methods and the standards. Therefore, it is hard to calculate accurately the potentiality of the consolidation of a certain area with only one method. To implement the planning principle which relate to the scientific、reasonable and adjust measures to local conditions, promote the development of the consolidation of rural collective construction land, improve the degree of the intensive use of the rural collective construction land, it is necessary to study further on the calculation methods of the potentiality of the consolidation of rural collective construction land, fix the existing methods under the certain area situation to meet the needs of the land consolidation in new period.This article analyzed the calculation methods which fit the hilly area on the base of the study of the existing calculation methods of the consolidation of rural collective construction land. And then, with those methods, we calculated the potentiality and fixed the consequences taking a case of Rongchang County in Chongqing which is a representative of the hilly areas. Finally, we analyzed the policies about how to release the potentiality of consolidation of rural collective construction land on the base of evaluation classification to the potentiality in Rongchang County. The study content and the conclusions are as following:(1)The condition of the society、economy and the land use in hilly area is complex, the combination of the multiple calculation methods、comprehensive weight and the aspiration correction suits the calculation of the potentiality. This article analyzed the scale and the distribution of rural collective construction land with ArcGIS and MAPGIS. And we calculated the potentiality of the rural collective construction land consolidation adopting construction land per capita standard method、idle homestead sampling method and urban system standard solution method; and then, we added weight by expert evaluation method, comprehensively worked out the consolidation potentiality of the rural collective construction land based on the fixed index of farmers’aspiration. This comprehensive strategy calculates the potentiality in different scale with multiple theories, taking the advantage of those calculation methods, mixing three methods according to the actual situation, complementing their limits, making the consequence more scientific.(2)The social economic development level and the resource endowment of the rural collective construction land in town scale are the key factors which decide the gross and the implementary complexity of the rural collective construction land in county scale in different units. We applied this theory to the practice and obtained the potential scale are2369.79hm2in2015and3150.10hm2in2020in the case of Rongchang county. The potentiality was classified into3levels adopting furthest neighbor, one of hierarchical clustering methods after setting the classification standard according to the newly-increased cultivated land coefficient.(3)A flexible policy mechanism is an effective strategy for the release of the potential of rural collective construction land consolidation.As for the strategies of rural collective construction land consolidation about government-led type, government guidance type and market-oriented type, on the two aspects:the range of elements configuration area and the composition mechanism of elements, The type of the land ticket transaction gets optimized compared with government-led type and government guidance type. The area of element’s mobility and combination becomes wider. It has made the function of land differential distribution of the proceeds achieve better. Secondly, on the mechanism of element’s mobility, The transform from government-led type to market-oriented type result in making the price discovery mechanism of land elements more perfect. But we should also realize that indicators management uses a "first borrow even after" in government guidance type. In this way, financing body makes it better to use land usufruct of urban built-up area as collateral to obtain bank loan financing. This is for the promotion of mining of rural collective construction land consolidation potentiality of Rongchang County has some guiding significance.
