| Due to the lack of scientific planning,the urban fringe areas are faced with outstanding contradiction between land supply and demand.Rural hollowing is accompanied by the shortage of urban land.Farmers lose both their land and their jobs,and the rural characteristics are destroyed.Traditional rural settlement planning mostly adopts the model of "village consolidation",which has played a positive role in promoting land intensification and improving the living environment of villagers,but has also,to a certain extent,caused unemployment and the loss of voice among villagers in the process of urbanization.Therefore,it is necessary to explore a set of planning method for rural settlements that can satisfy the needs of urban and rural development.By formulating a unified evaluation standard to identify the development potential of villages,the villages were classified according to the evaluation results,and planning strategies were put forward respectively,so as to met the urban’s demand for land and protect villages with development potential in the planning of rural settlements in urban-rural fringe areas.This paper is divided into four parts.Firstly,sorting out the related literature of consolidation of rural settlements,village development potential evaluation,the influence factor of urban-rural fringe village development through literature retrieval.Previous studies had shown that the consolidation of rural settlements was of great significance to solve the contradiction between urban and rural land use.However,the existing research had not paid enough attention to the rural settlements in urbanrural fringe areas,and the existing potential evaluation system of rural settlements was not objective and comprehensive.Secondly,based on the results of field survey,questionnaire survey and interview,the development status of Shenshan special cooperation zone was sorted out,and problems faced by rural settlements and development demands of villagers were analyzed.Through case analysis,the author summarized the experience of rural residential area planning in other areas of China,and provided reference for the rural settlement planning in Shenshan special cooperation zone.Then the author discussed the necessity and feasibility of the application of the village development potential evaluation system in the rural settlement planning in Shenshan special cooperation zone.Thirdly,on the basis of relevant studies,combining expert opinions and the actual situation of Shenshan special cooperation zone,the analytic hierarchy process(AHP)was used to construct the development potential evaluation system of villages in Shenshan special cooperation zone.Based on the evaluation system,relevant data were collected through field survey and questionnaires.Then the evaluation results of development potential of 185 rural settlements in Shenshan special cooperation zone were calculated.And the ranking of individual development potential and comprehensive development potential was carried out,classifying all villages into three levels of high potential,medium potential and low potential.Finally,by combining the superior planning,the specific situation of the village and the individual development potential level,the villages of the three potential levels are divided into different development types,and planning guidelines are proposed separately,and each village is selected as a case study to propose a specific planning strategy based on the evaluation of development potential.The results showed that the evaluation of village development potential can identify characteristic villages in the planning of rural settlements in Shenshan special cooperation zone,and provide space for urban development at the same time.In terms of planning strategies,the results of the village development potential assessment can be used to determine the most promising development directions for the village and thus propose targeted strategies. |
