Under the situation of the shortage of cultivated reserved land resources suitable for reclamation and the serious imbalance between supply and demand in urbanrural construction land, the traditional model that relies on the exploration of f unexploited land to supplement cultivated land is difficult to sustain and the land regulation aimed at supplement of cultivated land can’t meet the new demand. At the same time, rural residential land is in low efficiency and has huge potential for regulation. According to calculation, there are 91.03 multiply by 104 hm2 of added arable land potential for village renovation in Henan Province. Under this situation, the core of land regulation has changed to rural land comprehensive regulation.To renovate rural village is a vital means to increase effective cultivated land and also a demand for improvement of land utilization rate, alleviation of urban-rural construction land imbalance between supply and demand, coordination of rural and urban development and a new socialist countryside construction. Rural residential land is in scattered order, people are in poor rural dwelling environment and the infrastructure is difficult to form a complete set, all these make the Ministry of Land and Resources put the demonstration project of “Thousands of village land renovation†as one of an important measures to promote land consolidation, which is highly appreciated by the central and regional governments. However, renovation and reconstruction of the village residential area is a complicated project that involves nature, economy and society. The key to ensure renovation project carried out smoothly lies in the reasonable plan and arrangement of renovation projects based on necessity, feasibility and profitability about project implementation.Based on the investigation on the natural economic conditions and rural residential land utilization, taking Xinzheng City in Henan province as an example and villages and towns as unit, this study put forward that the suitable size of per capita construction land for new village is eighty square meters and took this result to calculate the theoretical land reclamation potential in residential unit about Xinzheng City and the result was 6945.84 hm2, which was more than 3326.29hm2 when compared with the value of 140 square meters of per capita land size for traditionally theoretical potential, an increase of 91.9 percent. Based on this, the thesis formed the evaluation index system for correction coefficient of renovation potential and calculated the land potential in residential unit by analytic hierarchy process and obtained the actual correction coefficient of villages and towns are 0.2721-0.7644. According to the actual correction coefficient of villages and towns, the actual potential of Xinzheng City in plan period was 2752.15 hectares and divided four grades potential area based on the potential coefficient The significant area of the first grade potential area was 991.67 hectare and this region should be planed as key reclamation region or consolidated in the near future for its good conditions. The second, the third, and the fourth potential region should be planed as metaphase reclamation area, forward reclamation area and non-reclamation area respectively. The results can provides the basis for superior selection and the implementation time and order about the project plan and implementation of rural residential land reclamation planning of Xinzheng City and realistic meaning for Xinzheng City to push forward the development of rural residential sites in a scientific, efficient and orderly way. |
