Ensuring the absolute safety of aviation operations and ensuring the absolute safety of people’s lives is the political background and lifeline of civil aviation.How to carry out the work of civil aviation safety supervision through the selection and use of the most appropriate government tools is an important part of determining the effectiveness of safety supervision.In the past,the selection and use of government tools for civil aviation safety supervision mainly depended on the work experience of inspectors and the habit of long-term agreement.How to select and use government tools scientifically to implement civil aviation safety supervision is the purpose of this paper.This paper first identifies and classifies six main government tools for the first-line supervision of civil aviation in China,evaluates the characteristics of the six government tools,and proposes an innovative evaluation model.Then,it analyzes the selection of government tools according to the characteristics of the policy implementation scenarios of the first-line supervision of civil aviation,and gives an evaluation of government tools for the first-line supervision of civil aviation from two dimensions: qualitative analysis and quantitative analysis.Due to the high altitude,complex terrain and changeable weather,local airlines started their development late,weak foundation,and heavy front-line supervision tasks of civil aviation.This paper takes Guizhou civil aviation as an example to carry out research results analysis and find out how to scientifically select and use government tools for civil aviation safety supervision in Guizhou.It provides a reference for the selection and use of government tools for civil aviation safety supervision in other regions with complicated operation conditions and weak airline foundation.
