Research On The Problems And Countermeasures Of Civil Aviation Safety Government Supervision In Dalian-Taking SMS As The Research Framework

With the rapid growth of China’s economy,the civil aviation is also developing rapidly,with the number of flights,passengers and cargo reaching new high level.However,China’s civil aviation started relatively late,from scratch,after more than ten years of development,although China’s civil aviation safety has made considerable progress,there are still many civil aviation accidents,and the number of flight errors has been made.This shows that there are still some problems in the supervision and safety management between CAAC and airlines.SMS system,namely civil aviation safety management system,is an advanced management tool in the world.The construction of SMS system in China is at the beginning stage,so this paper aims to use SMS as a tool to study the supervision behavior and improve the level of aviation safety operation.Firstly,this paper introduces the research status of aviation safety management,the development process of SMS,and the application of SMS in civil aviation.The author takes Dalian regulatory bureau as the breakthrough point,clarifies the current working process of Dalian regulatory bureau,and introduces the specific practice of SMS system in Dalian civil aviation system.Specifically,from the four perspectives of safety policy,risk management,safety assurance and safety promotion,through in-depth research and interviews,we found a series of problems caused by safety supervision.These problems include: the safety policy standard is not unified,the safety risk supervision is not comprehensive,the supervision responsibility is not clear,the safety training assessment mechanism is not perfect and so on.Secondly,through the introduction of foreign advanced experience,referring to the actual situation of our country,in view of the above problems,learn from foreign advanced experience,put forward relevant suggestions and countermeasures.Specifically,it includes the construction of standardized platform,carrying out coordinated supervision,training compound supervision qualified personnel and carrying out the evaluation mechanism of enterprise staff training outcome.It is expected to take Dalian as an example to contribute to the further development of China’s civil aviation safety supervision.
