Study On Government Supervision Of Civil Aviation Of Dangerous Goods In D International Airport

With the continuous development of civil aviation,the throughput of dangerous goods has been grown rapidly,meanwhile,not only types of dangerous goods becomes more complex,but also it requires relatively long logistic procedure.As a matter of fact,the risk index of dangerous goods air transportation increases continuously,and the safety accidents of dangerous goods air transportation occur from time to time.Therefore,the supervision of dangerous goods air transportation has become the first priority of the government.Achieving efficiency and accuracy during the procedure of supervision becomes the working direction of relevant government departments at this stage.Based on the analysis of the current condition of government supervision on air transport throughput of dangerous goods at D airport,this paper summarizes relevant existing laws and regulations and indicates the necessity of governments supervision.Secondly,through analytic hierarchy process,the model which is used to evaluating the ability could be built,also,the use of Mathematica software that build on the real cases could access the level of this supervision.Furthermore,the existing regulatory problems and the reasons are analyzed through eight aspects:job responsibility,system procedure,equipment tools,personnel management,environmental factors,implementation,work effect and information management.Finally,based on the above-mentioned analysis and the supervision experiences of governments from various region,this paper puts forward the government’s regulatory countermeasures for D international airports.To Improve the level and coverage of government supervision,and further the implement of main responsibility of enterprises,this paper provides a new direction.In conclusion,on the basis of analyzing the condition and results of government’s supervision of dangerous goods transportation at D International Airport and by applying the maturity model,this study concentrates on government’s ability of regulation.The result indicates that the ability is in the middle of standard and need-to-be-improved level,so that the government still need great efforts in the future.Additionally,by making researches and comparison on various approaches that utilized by other internal and external airport,this study comes up with several suggestions to the government.
