Construction Of The Civil Aviation Safety Management System(SMS) Of The Government Regulation Perspective

Since entering the 21st century,security seems to have become a kind of culture,along with the development of human civilization and development,safe development process change and also become the measure of a country and an important symbol of development of an enterprise.In recent years,with the rapid development of transportation in our country,significantly enhance the comprehensive national strength,the increasingly rapid development in the economy,the civil aviation transportation industry also have made amazing achievements,the civil aviation safety management level has been greatly increased.However,with the rapid development of economy,people travel for security,comfort the demand is higher and higher,combined with international terrorist activities occur more frequently in recent years,the all these put forward further requirements for aviation safety transportation.In this context,China civil aviation companies to compete in the international aviation industry in the lead,as much as possible to improve safety management level of the industry.In this paper,on the basis of the civil aviation safety management theory,with the most representative in China southern airlines(hereinafter referred to as "southern")as a case,from a security policy,risk management,security,safety and promote four aspects,through the author's research and information collection,China southern airlines was introduced in detail in the civil aviation new safety management system.The advanced practice and existing problems.The civil aviation administration of China decided to Hainan airlines pilot for fully implementing safety management system,China southern will face a lot of changes and challenges,the main thing is that changes the previous after the safety management for the SMS based security management in advance.This makes China southern airlines in terms of safety management,needs to be according to own actual situation,to design the SMS,its content covers the organization;Information security policy,security,safety training and risk management,and other aspects,believe it can be to improve the civil aviation industry all SMS be used for reference in the construction of a safety management system.
