Research On Government Supervision Of Civil Aviation Ground Safety In Chongqin

The report of the 20 th National Congress of the Communist Party of China pointed out that high-quality development is the primary task of comprehensively building a socialist modernized country.It is an important mission and political responsibility of CAAC to comprehensively implement the spirit of the 20 th National Congress of the Communist Party of China and promote Chinese path to modernization to achieve new leaps with the high-quality development of CAAC.The civil aviation industry is a major strategic industry in China and a key link and strong support for building a strong transportation country.It has distinct comparable characteristics and plays a pioneering role in achieving global connectivity.Since the13 th Five Year Plan period,the civil aviation industry has actively responded to complex changes in the domestic and international environment and various risks and challenges,created new records for flight safety,achieved dual improvements in scale and quality,and significantly improved its ability to serve the people’s needs for a better life and support national strategies.It has better adapted to the development needs of China’s economy and society,and has basically achieved a historic leap from a transportation power to a transportation power.However,in the overall security situation of China’s civil aviation,with the continuous improvement of passenger throughput,a series of problems have emerged in the ground safety of civil aviation.One aviation ground unsafe event or accident symptom,one vivid case after another is shocking and thought-provoking.Most of the reasons are related to imperfect infrastructure,unsound management and inadequate implementation of responsibilities,all of which reveal that China’s aviation ground safety management and supervision capacity still needs to be improved.Ensuring aviation ground safety is the basis for the survival and development of civil aviation,and is also an important function of the civil aviation government management department.In view of the current situation of the development of the civil aviation transportation industry and the current situation of aviation ground safety management,how does the civil aviation regulatory government respond to the increasingly high safety requirements in the complex ground transportation environment in the process of aviation ground transportation? How to effectively improve the safety supervision ability? Become the focus of this study.This article uses on-site interviews and research to conduct semi-structured interviews with relevant leaders of government supervision,general personnel of supervision work,and relevant staff of ground safety management in Chongqing Civil Aviation Administration(hereinafter referred to as "Chongqing Civil Aviation Administration"),in order to better understand the main body,content,methods,and effectiveness of government supervision of ground safety in Chongqing Civil Aviation,Explore the possible problems,analyze the reasons for the problems,and propose government regulatory measures to improve government regulation and ground safety of civil aviation.Through analysis,it was found that the main government regulatory issues regarding ground safety in Chongqing’s civil aviation industry include: firstly,there are multiple regulatory entities and unclear division of responsibilities;Secondly,the focus of regulatory content is not prominent enough;Thirdly,the newly constructed regulatory model is not perfect enough;The fourth is that the built platform is not widely used and immature;Fifth,the regulatory cost is high and the effectiveness is not good enough.Based on my own work experience,I will conduct in-depth analysis of the main reasons for these problems,including insufficient unified and coordinated supervision,difficulty in meeting actual regulatory needs with regulatory forces,insufficient adjustment and optimization of new models,insufficient ability to use new technological means,and weak targeting of incentive mechanisms.Based on the analysis results and combined with the actual situation of the Chongqing Civil Aviation Regulatory Bureau,countermeasures and suggestions for the government supervision of ground safety in Chongqing Civil Aviation have been proposed: firstly,cracking down on multiple supervision,forming effective regulatory synergy,adopting joint supervision externally,and adopting intensive supervision internally;Secondly,optimize regulatory content,construct a scientific regulatory model,enhance the scientific and targeted nature of regulation,and use the R-S-TER theoretical model for aviation unsafe event analysis to strengthen regulatory analysis;Thirdly,improve the management level of regulatory agencies,deepen safety supervision work,improve regulatory performance evaluation work,establish accountability and exemption mechanisms,and effective incentive mechanisms;Fourthly,use digital means to increase the intensity of digital supervision,and improve the construction of off-site supervision system platforms;Fifth,strengthen personnel training and build a strong supervisory team;Sixth,strengthen the promotion of new models,strengthen guidance on regulatory work,and further improve the regulatory matters database.
