| In recent years,the civil aviation of China has developed at a high speed,the volume of passenger transportation and cargo turnover in civil aviation has continued to increase.At this stage,the public safety management capabilities of civil aviation do not match the development expectations,causing typical cases that threaten public safety.How to do a good job in public safety management has become an urgent issue for civil aviation development.The thesis analyzes typical cases such as the pen hijacking incident of CA1350,the smoking incident of CA106,the cockpit entering incident of GT1011,the windshield falling incident 3U8633,and the black flying incident of Chengdu Shuangliu Airport.Besides,combining with the investigation and interview of the staff of the Civil Aviation Administration and civil aviation transportation companies,the thesis summarizes the existing common problems and finds out the internal reasons for the lack of public safety management of civil aviation.At present,the public safety management of civil aviation in China still has shortcomings in terms of laws and regulations,safety supervision,safety management system(SMS),and public safety incident handling capabilities.This thesis proposes suggestions to improve the public safety management level of civil aviation from the dual perspectives of civil aviation regulatory authorities and civil aviation transportation companies.On the one hand,civil aviation regulatory authorities need to continue to improve the civil aviation regulatory system,enhance civil aviation public safety supervision capabilities,establish and improve industry safety systems,and enhance independent airworthiness certification capabilities,and give full play to the role of industry associations.On the other hand,civil aviation transportation companies need to strengthen the construction of civil aviation safety management system(SMS),improve emergency public safety incident handling capabilities,strengthen employee training and internal control management of civil aviation transportation enterprise,and promote corporate safety culture.This thesis hopes to provide practical guidance for improving the public safety management system of civil aviation in the new era. |
