| With the acceleration of China’s urbanization process,the contradiction between land supply and demand in China has become increasingly prominent,and the inefficient use of urban construction land has become increasingly prominent.These problems have seriously hindered the transformation and development of cities.How to scientifically identify and optimize inefficient land use has become an urgent problem for urban development.As the strategic height of urban economic development,the tapping and upgrading of low-efficiency land is an important way to promote the transformation and development of high-tech industrial parks and improve their quality and efficiency.Based on the above background,this article selects the xi ’an high-tech zone a second phase of land as the research object,to explore the identification system of inefficient use of land,and combined with xi ’an high-tech zone a second phase of development and the status quo,put forward a second phase of the optimization tactics of the inefficient use of land,to the transformation of similar to xi ’an high-tech industrial park development has important theoretical and realistic significance.This paper firstly summarizes the research progress of inefficient land redevelopment at home and abroad,and defines and interprets the concept and connotation of inefficient land.Then,the paper summarizes and sorts out the development history,development background and current land use problems of the first and second phases of Xi ’an High-tech Zone,and preliminarily determines the types of inefficient land use within the scope of the first and second phases of Xi ’an High-tech Zone.Secondly,based on the research on the status quo of the first and second phase land use in Xi ’an High-tech Zone,related research results of inefficient land use and expert opinions,the identification system of inefficient industrial land and residential land is established by classification.The identification system of inefficient industrial land is constructed from four aspects: land use level,land input-output benefit,land compliance and ecological environment benefit.The identification system of low efficiency residential land is constructed from three aspects: land use intensity,land suitability and land comprehensive benefit.Then,the index weights of low-efficiency residential and industrial land were determined and standardized.The scoring results of each block were obtained through multi-factor overlay quantitative analysis,and the grading of each block was conducted based on GIS platform.Then,through the analysis of the scale and spatial distribution of the low-efficiency land,the causes of its formation are summarized and the optimization strategy of the first and second low-efficiency land in the high-tech zone is put forward.Firstly,the low-efficiency industrial land,such as space environment optimization,industrial upgrading and development,functional land replacement,and technological research promotion,and low-efficiency residential land,such as space style transformation,residential land conversion,and public service facilities improvement,were updated and optimized.Then,the overall spatial optimization of the first and second phase of the high-tech zone was carried out from three aspects: the overall spatial structure was optimized and adjusted from four aspects: functional structure,architectural style,public space and ecosystem;Finally,it puts forward the optimal countermeasures and suggestions in policy,mechanism and management.Through the identification and optimization of inefficient land use in the first and second phase of the High-tech zone,it is expected to promote the optimization of land use and functional space in the first and second phase of the high-tech zone,improve the comprehensive benefits of land use,facilitate the transformation and development of xi’an High-tech Zone in the first and second phases,and provide reference for other similar land parcels. |
