Along with our country urbanization focus shifted from increasing number to improving quality, urban construction was facing more renovation problem of built-up area, compact development theory promoted land intensive utilization and resource optimization disposition through the guidance of high density and high efficient urban development pattern, effectively solved the urban problems such as road congestion, land use function disorder, spatial layout confusion, was an important means to promote sustainable development goal. This paper took Xi’an High-tech Zone Phase 1 and 2 as the research object, analysed the regional development requirements and practical development conditions deeply, discussed the new urban renewal development path based on compact development characteristics of road traffic, land function and space development intensity.In terms of road traffic, compact development theory promoted the system that took public transportation as the leader, and various modes of transportation coordinated. This paper obtained from the transportation development situation, the public traffic network construction, and overall regional traffic accessibility of Phase 1 and 2, summarized the road traffic problems, and put forward optimization measures corresponding to compact development theory.In terms of land function, compact development theory stressed improving the land use efficiency by mixed function. This paper studied on three mixed land gave priority to residential function, commercial service function, and business office function, put forward the function structure, hybrids, mixing degree of mixed land, structured development model under the compact development objective.In terms of space development intensity, compact development theory proposed the high strength within the scope of urban resources and facilities bearing capacity, according to the regional own characteristics and surrounding development conditions. This paper took the plot ratio as measure index of space development intensity, determined space development intensity of the specific land through dividing the control area, and studied the plot ratio of residential land under sunshine and public green space constraints.Finally, this paper built the land balance system under compact development theory, based on analysing the interactive relationship between road traffic, land function and space development intensity, put forward land use optimization measures of Phase 1 and 2, established the urban built-up area development model taking compact development characteristics as the research core, and provided reference for other similar cities of the renewal and transformation.
