The transformation and renewal of inefficient industrial land is a systematic problem in the process of urban construction in the new era in China.In recent years,under the guidance of land and space planning,cities have gradually changed from the past expansion planning mode to the planning mode of stock tapping.How to reuse the stock land in the city has aroused great concern of the government.The renewal of inefficient industrial land is regarded as an important carrier of carrying out urban double repair and tapping the potential of stock.From a macro point of view,urban inefficient industrial land renewal is an important attempt to solve the problem of land use term and land use enterprises can not have the same life span left in the early stage of reform and opening up.It has a very important value in improving the urban social and economic development and optimizing the urban ecological livable environment.From the current development of Baotou City,the new high-end manufacturing and cultural consumption service industry led by scientific and technological innovation needs to be improved rapidly.The renewal of inefficient industrial land will become an important means to enhance the urban function and ecological space characteristics of Baotou in the next step.However,due to the complexity of historical causes involved in the process of renewal,and the multiple and complex stakeholders involved,if a sound renewal mechanism and strategy can not be formulated in time,it will be difficult to guarantee the urban inefficient industrial land renewal from the policy level,thus damaging the local social and economic development and urban public interests.In this paper,Baotou Rare Earth High-tech Zone low efficiency industrial land as the research object,starting from the actual problems existing in the current situation,combined with Baotou Rare Earth High-tech Zone low efficiency industrial land renewal and transformation,put forward the renewal scenario under the mutual influence of the government,Park Management Committee,land holding enterprises,leasing enterprises,planning to participate in development enterprises,and urban residents,combined with the planning time limit Formulate the renewal strategy in different stages.Scenario analysis method is used to systematically study the renewal strategy of inefficient industrial land,and to explore the work mode of low efficiency industrial land renewal participated by relevant stakeholders.First of all,the paper takes the evolution of scenario planning method as the starting point,and then through relevant cases to recognize the technical advantages of Scenario Planning Method in dealing with long-term uncertainty.Secondly,based on the analysis of the background and characteristics of Baotou Rare Earth High-tech Zone Development,this paper uses Stanford University’s six step scenario analysis method to analyze the low efficiency industrial land renewal.Through the analysis of the focus of the game among the stakeholders in the process of renewal,the evaluation system of planning decision-making influencing factors which is more suitable for the characteristics of Baotou city is constructed.Based on different external conditions,the renewal scenarios under the mutual influence of various stakeholders are proposed.Finally,combined with the constraints of different renewal strategies in planning,this paper explores the low efficiency industrial land renewal mode with the participation of various stakeholders.
