Intensive utilization of land is the academic hot topic in today’s planning,in the process of rapid urbanization since the reform and opening in China,because of the extensive development mode,low threshold access conditions,partly due to the excessive pursuit of economic efficiency,caused serious waste of land resources,and a growing number of urban construction land reserve land resources shortage.Due to the long term of transferring industrial land and the lack of effective long-term supervision mechanism,the phenomenon of inefficient land use is more serious.Land resources are limited,how to improve the efficiency of land use is a problem worth thinking about.In the face of market uncertainties,the planning period from preparation to implementation is too long,and the planning lags behind the development is also a common phenomenon.Based on the above problems,this paper,taking Changzhou West Taihu Economic Development Zone as an example,aims to enhance the flexibility of planning by studying the concept of elastic planning,so as to explore the strategy of elastic optimization of inefficient industrial land,in order to promote the sustainable development of the city.First of all,this paper describes the research background from the aspects of stock transformation of urban development,uncertainty of market and urban planning,and lack of elasticity of urban land use.The research theme of this paper is to apply elastic planning concept to inefficient land use.Secondly,the basic theory and planning application of inefficient land use and elastic planning are studied.At present,the use of elastic planning mainly includes white land,grey land and elastic land.By analyzing typical cases,elastic planning measures for inefficient land use that can be referenced are summarized.Again,in full,on the basis of theoretical research,to changzhou west taihu economic development zone as an example,summarizes the current of the west economic development zone industrial development in taihu lake is serious phenomenon of inefficient use of land,land comprehensive benefit evaluation system and the low efficiency by building out inefficient land for industry,explore the main reasons for the inefficient use of land form,According to the final score,the low-efficiency industrial land is divided into three categories,and its characteristics are summarized respectively.The feasibility of the flexible development of low-efficiency industrial land is demonstrated from three aspects: the demand for regional elastic development,the enhancement of regional traffic elasticity and the improvement of supporting facilities construction.Finally,optimization strategies are proposed for the selected low-efficiency industrial land,which are mainly discussed from three aspects: elastic redevelopment mode,elastic transfer years and classified elastic planning strategy,and the deficiencies and prospects of this paper are proposed.
