Research On Public Crisis Management System Of Civil Aviation

Since the reform and opening up,with the rapid development of economy in the current era,the civil aviation industry has also achieved sustained and rapid development.In recent years,the public has put forward higher requirements for the service level of civil aviation,which has resulted in many civil aviation crisis events.A series of crisis events have exerted a subtle influence on the civil aviation industry.Therefore,the most important thing in civil aviation public crisis management is to find reasonable and effective ways to resolve civil aviation public crisis in the process of optimizing the existing civil aviation resources.In recent years,part of the civil aviation public crisis management research confined to the civil aviation companies unilateral,in order to improve the public crisis management system of civil aviation,it should be combined with public management reform experience and the actual situation of civil aviation in our country,and at the same time and the regional governments,air traffic management bureau,the local airport,such as cooperation,effective prevent the happening of the civil aviation public crisis events.This paper according to the basic theory of public crisis,public crisis management and start writing,and combining with the constructive methods of interdisciplinary study and research,using qualitative and quantitative research methods,combined with the theory and practice,to the domestic and foreign research present situation analysis,investigation method,typical case analysis,comparative research,literature research and so on by the way to follow the theory and practice,which it analyzes the importance of the civil aviation public crisis management system construction process.The paper elaborates the following contents through seven chapters.This paper mainly analyzes and studies the public crisis management system of civil aviation industry.By studying the prevention and warning,command and control,liaison and communication,resource guarantee,implementation,assessment management and training of the current public crisis management system of civil aviation industry,it analyzes the problems existing in the public crisis management of civil aviation industry,such as insufficient warning,insufficient linkage,inadequate aftermath management and training content single.Through the problems,we find out the reasons for the lack of crisis sensitivity,unclear responsibilities,unclear standards for aftercare work and inadequate safety training.And learn from the experience of China Eastern Airlines public crisis management,from the current situation of China Eastern Airlines crisis management,and how to build a public crisis management organization,how to realize the risk control in crisis management,etc.,from point to surface,this paper carries out a series of discussion and Analysis on how to construct the public crisis management system of civil aviation industry,and proposes to strengthen the early warning system according to the problems Some constructive and reasonable suggestions are put forward,such as unifying,ensuring smooth information,clarifying organizational responsibility relationship,improving aftercare work,paying attention to safety training and improving the institutionalization of management system.
