| Transportation is the key strategic industry of national economy,which is the important foundation of economic development.The transportation industry has both macro-control effect on the national economy and the important role of promoting the rational distribution and harmonious development of the national economy.The civil aviation industry,as one of important part of the transportation industry,is growing along with the booming national economy.Therefore,improving the public satisfaction of the civil aviation industry plays an important role in promoting the development of civil aviation and national economy.In recent years,the civil aviation industry has developed rapidly.During the 12 th five-year plan period from Y2011 to Y2015,the number of flights nationwide increased from 2.975 million to 4.28 million,43.8% growth over the past five years.Number of transport airports grew from 175 to 210,with 20% increase over five years.With the rapid development of the civil aviation industry,the public satisfaction keep deteriorating,and the civil aviation industry faces many problems,focus on high volume of complaints,angry passengers block the airport runway,even some assaulting issues to local airport staffs,thus comes the new term as “Airplane Rage”.Airport management efficiency can't keep up with the development of aviation industry,the level of flight punctuality is relatively lower than competitions around the world.According to 3rd statistic data of Y2017 from Variflight.com,the punctuality rate of Idan airport Japan,as Global Top 1 airport,reach 94.27%.While the best case in China Mainland is 75.37% as in Urumqi airport(10 million level),and 79.5% as in Xishuangbannagaosha airport.(2 million level)As mentioned above,with the rapid increase of flight volume,the management level and service consciousness of aviation industry have not been improved synchronously,causing the same more and more “congested” like ground traffic.This study mainly discusses the theory of public administration,the current situation of public satisfaction of civil aviation industry,major problems and optimization.The research methods adopt mainly include “literature research”,“case analysis” and “comparative study”.by studying PSI(Public Satisfaction index)data of airports and airline companies from 2017Q3 to 2018Q2,we can find overall civil aviation satisfaction stay at relatively low level comparing to advanced international industry counterparts,especially at cases of "abnormal flights service" and "security check" the essay study lessons from the advanced methods of USA and Singapore Civil Aviation industry,putting forward ways to improve public satisfaction index for Aviation industry from following four directions:First of all,improve the legislation of IFM(Irregular Flight Management);CAAC(Civil Aviation Administration of China)should improve and perfect the current IFM law cases immediately,and guarantee the implementing of it.Secondly,build unified Irregular Flight Working Flow;currently,there is no common working flow for irregular flights.CAAC should lead and compile common working flows and build regular communication platform between airports and airline companies to guarantee the defined working flow full executed.Third,improve overall aviation operational efficiency;by adopting modem technologies,optimizing A-CDM flows,improving customer services of airports and reduce passenger link time;At last,study possible optimization methods;by promoting "Aviation + X" solutions,we can save time for commuters,properly define and occupy the civil airspace,can also alleviate the pressure of lacking resources. |
