Research On Cross-sectoral Cooperation Of Civil Aviation Large Area Flight Delay Public Crisis

The modern civil aviation industry,developing rapidly with each passing day,has gradually become the public favourite transportation.Every stick has two ends.More development opportunities ask for higher requirements for emergency management.If the civil aviation departments fail to deal with such public crisis as mass flight delays and other emergency events effectively,these crisis will not only cause adverse social impact,but will also seriously hinder the development of civil aviation industry.As a key factor in the civil aviation public crisis management,cross-department cooperation is becoming more and more prominent.In this paper we take the March 1st large scale flight delay in Kunming Changshui Airport and so on as examples to study,analyse the problems existing in inter-department cooperation,and,basing on the public crisis management and cross-sectoral cooperation theory,search for their solutions to the public crisis events conflicts,introducing the AHP analysis method to provide the basis for determining solution to the contradiction with the Angle of cross-sectoral cooperation,and finally put forward specific measures on large-scale flight delays public crisis.
