Research On Work Safety Regulation Of Hazardous Chemicals In Yantan District Of Zigong City

China’s hazardous chemical industry is booming,and new technologies and techniques are emerging,which have brought great safety hazards while contributing to rapid socio-economic growth.Due to their own hazardous characteristics such as combustibility,explosiveness and toxicity,hazardous chemicals are prone to serious production and safety accidents,resulting in significant casualties and economic losses,therefore,the supervision of hazardous chemical safety production has been highly valued by governments at all levels as an important means to prevent and reduce the occurrence of hazardous chemical accidents.Although governments at all levels have been increasing their supervision efforts,the actual supervision effect is still unsatisfactory.How to improve the effectiveness of hazardous chemical production safety supervision and prevent all kinds of risks and hazards before they occur is an important research direction for China’s current production safety supervision.The thesis takes the safety regulation of hazardous chemicals in Yantan District as the research object and uses government regulation theory,new public service theory and collaborative governance theory to construct a theoretical analysis framework;obtains relevant information through literature research method,questionnaire survey method and interview method to sort out the current situation of hazardous chemicals industry and the operation of regulatory agencies as well as the main regulatory measures in Yantan District.And after understanding in depth the degree of attention paid by the employees and supervisors of hazardous chemical enterprises in Yantian District to the work of production safety and their views on safety supervision,it was summarized that the main problems in the supervision of hazardous chemical production safety in Yantian District are: crossover and blind areas of safety supervision functions and responsibilities,lack of effectiveness in the performance of safety production supervision,poor construction of safety supervision team,and the lack of obvious role of social participation in safety supervision.By digging into the root causes of the problem,it is analyzed that the causes are imperfect organizational structure of safety supervision,poor operation of safety supervision mechanism,inadequate investment in the construction of safety supervision team and inadequate conditions for social participation in safety supervision in Yantan District.At the same time,based on the reference of excellent supervision experience of hazardous chemical safety production at home and abroad,combined with the actual situation of Yantan District,it is proposed that it is necessary to start from four aspects: optimizing safety supervision organization,improving safety supervision operation mechanism,strengthening safety supervision team construction and creating conditions for social participation in safety supervision,in order to solve the problems of hazardous chemical safety production supervision in Yantan District and improve hazardous chemical Safety supervision effectiveness,correctly handle the relationship between safety and development,and achieve a harmonious win-win situation of safety and production.
