Our country is developing from "great Chemical industry" to "great Chemical industry",the chemical industry still is in high risk state.Due to its unique nature,hazardous chemicals will be very harmful and destructive once safety accidents occur.Therefore,strengthening the safety supervision of hazardous chemicals has become the focus of attention of governments at all levels.At present,the relevant regulatory departments each take their responsibilities to grasp the safety,each do their duty to grasp the supervision,strictly prevent,strictly inspect,seriously deal with every accident,however,safety accidents still happen,but also highlights the current dangerous chemical safety supervision there are still problems that can not be ignored.Shandong Province,as a major chemical industry province,has ranked first in China for 30 consecutive years.L City(county-level city),as a key county in the supervision of hazardous chemicals in the province,has a large number of hazardous chemical enterprises within its jurisdiction and great regulatory pressure.It is of great significance to conduct systematic research on the safety supervision of hazardous chemicals in L City.This paper takes the hazardous chemical safety regulation of L City as the research object.Based on the government regulation theory and collaborative governance theory,this paper conducts in-depth research and discussion on the hazardous chemical safety regulation of L City by means of questionnaire survey,interview and comparative research.Firstly,it expounds the research background and significance of the paper,reviews the research status at home and abroad,and explains the research ideas and research methods of the paper.Secondly,the concept of hazardous chemicals and hazardous chemicals safety regulation,government regulation theory and collaborative governance theory and their applicability in this paper are explained.Then,the status quo of hazardous chemical safety supervision in L City is comprehensively sorted out and summarized.Based on the analysis of hazardous chemical enterprises and safety supervision team in L City,from the construction of hazardous chemical safety supervision organization system,strengthening the construction of hazardous chemical safety supervision mechanism,implementation of hazardous chemical enterprise safety improvement project,preliminary construction of hazardous chemical emergency rescue system,implementation of hazardous chemical enterprise safety "cloud management" five aspects,The main measures of safety supervision of hazardous chemicals in L City are comprehensively discussed,and the achievements of safety supervision of hazardous chemicals in L City are summarized from three aspects:the safety situation tends to be stable,the efficiency of safety supervision is gradually improved,and the standardization level of safety supervision is continuously improved.Next,the paper analyzes the problems and causes in the safety supervision of hazardous chemicals in L City.The existing problems mainly include:the relatively weak regulatory force,the ways and methods of supervision are not strong enough,the effectiveness of supervision needs to be improved,and the insufficient participation of social forces.The main reasons for the problems are:the construction of supervision team is not strong,the scientific nature of supervision needs to be strengthened,the coordination between government supervision departments is not smooth,and the external coordination of supervision is not sound.At the end of the paper,from the four aspects of strengthening the construction of safety supervision team,improving the way of safety supervision,improving the internal coordination mechanism of safety supervision,and optimizing the collaborative governance mechanism of multiple subjects in society,the paper puts forward countermeasures and suggestions to improve the safety supervision of hazardous chemicals in L city,in order to provide some useful references for improving the level of hazardous chemical safety supervision in similar counties(districts).
