The Improvement Of Work Safety Standardization Of Hazardous Chemical Enterprises Management Systems

Since the implementation of General norms for safety standardization of hazardous chemical enterprises(AQ3013-2008),the standards laws and regulations for work safety have been gradually improved,new requirements for work safety standardization of hazardous chemical enterprises have been put forward,and some of them have not adapted to the status quo.Therefore,it is necessary to improve it.Through the analysis of the development process,standards and standards implementation of safety production standardization,the operation status is obtained.Clarify the existing problems through questionnaire survey and so on.Through the method of text comparison,the related terms and definitions are perfected to solve the problem of unclear understanding of some terms.Through the principle of hierarchy of systems,the architecture of AQ3013-2008 is improved according to the high levels structure(HLS)of the ISO management system,and the improved architecture is obtained to solve the incompatible problems with other management systems.Through the analytic network process(ANP),the weights and scores of the first and two elements are assigned respectively.In order to solve the problem of the integrity of the system,the new architecture elements are written on the relevant international standards,such as the reference ISO without AQ3013-2008.Through the corresponding requirements of human resources,equipment and facilities,information communication,risk source control,safety awareness and ideas and so on according to the requirements of laws and regulations,to solve the problems that are not adapted to the requirements of the new laws and regulations.Adopting the integrity principle of PDCA cycle,supplemented and perfected the scope of standards,and so on,to solve the problem of incomplete PDCA cycle in the system.In order to solve the problem of the hierarchy of the system,hierarchy of systems is used to improve the risk control measures,the safety management system and the emergency plan classification response,and so on.
