Study On The Problems And Countermeasures Of Hazardous Chemicals Safety Supervision In M Area

Production safety has always been a heated topic that matters to the long-term stability of the country and the safety of people’s life and property and serves as an important foundation for China’s economic and social development.Since the founding of the People’s Republic of China,especially after the launch of reform and opening up policy,China’s economy has developed rapidly,with a fast surge in the chemical industry as well.Chemical plants of various sizes have mushroomed and taken root,so the chemical industry has gradually become the main pillar industry of the national economy.However,while the chemical industry brings us economic benefits and convenience,it also carries great risks and challenges.The chemical industry is based on hazardous chemicals.Because of its very dangerous and special nature,fire,explosion and poisoning accidents happen from time to time,which makes hazardous chemicals become a major threat and constraint factor in the development of the chemical industry.The safety production of hazardous chemicals plays a key role in the development of national economy and society and government departments at all levels of our country attach great importance to it.In recent years,with fast progresses made in chemical industry,the pressure of safety supervision is rising.As dangerous chemical substances have touched every aspect of people’s daily life,one after another safety product incidents have rung the alarm bell for the people.This thesis starts from the actual situation of M-area,using the principle of safety production supervision and accident cause theory,and utilizing literature research,field research,interviews and case analysis.Through comprehensive analysis of M-area’s basic situation of dangerous chemical enterprises,and based on production safety condition in recent years,this thesis analyzes M-area in outstanding problems that exist in the process of the hazardous chemical materials safety supervising.They can be summarized as follows:the main responsibility of safety production of hazardous chemical enterprises is not implemented in place;the team construction of safety production supervision department in M-area is not sound;the existing supervision mode of supervision department is backward;the coordination and linkage mechanism of supervision department is not formed;and the social restriction mechanism is not fully played.The main reasons are as follows:weak production safety consciousness of enterprises;insufficient investment of human and financial resources in hazardous chemical safety supervision;the lack of coordination and cooperation among departments of hazardous chemical safety supervision;and insufficient social supervision.Through in-depth analysis of the above reasons,combined with the current situation of the chemical industry in M-area,and drawing lessons from the successful experience of developed countries and advanced regions at home and abroad,countermeasures are proposed in this thesis to strengthen the supervision of the safe production of dangerous chemicals in M-area,which are:we should urge enterprises to take responsibility for work safety,strengthen the capacity building of supervision teams,improve supervision methods,establish "integrated"supervision of departments,and strengthen social cooperation to form supervision synergy.By increasing the research on safety production supervision in the field of hazardous chemicals,risks can be effectively front-loaded,the probability of accidents can be reduced,and the occurrence of major accidents can be contained.This provides a strong guarantee for the growth of China’s national economy and the safety of people’s production property and holds major practical significance.
