Study Of Safety Supervision Countermeasures Of Hazardous Chemicals In Wuzhong District Of Suzhou

In recent years,hazardous chemicals have become one of the adverse factors threatening the safety of society and people’s lives and property because of their strong destructiveness,and are the key regulatory objects of the state.Wuzhong District of Suzhou is located in the geographical center of Suzhou and the hinterland of the Yangtze River Delta economic circle.It borders the ancient city of Suzhou,industrial park and high tech Zone in the north,Wujiang District in the south,Kunshan in the East and Taihu Lake in the West.It is within a 2-hour traffic circle with Shanghai,Hangzhou and Nanjing.2020 is the year when we will finish building a well-off society in an all-round way and the 13 th five year plan.It is also an extraordinary year in the process of high-quality development in Wuzhong.Under the influence of the epidemic,Wuzhong adheres to two hands,two hands hard and two hands win.It is expected to achieve a regional GDP of 135.25 billion yuan,an increase of 4.5%,a general public budget revenue of 18.8 billion yuan,an increase of 7%,and a successful conclusion of the 13 th five year plan.However,with the prosperity and development of society,a thriving state can not avoid the occurrence of safety accidents of hazardous chemicals,and once the accident occurs,it will have a heavy impact on individuals,families and society.Therefore,security issues are not only related to the overall situation of reform,development and stability of a unit and a collective,but also have a profound impact on state property and the lives and well-being of the people.Through literature review,it is found that people have relatively more research on the safety management of hazardous chemicals and less research on safety supervision.From the perspective of practical work,this paper explores the status of hazardous chemicals safety supervision in Wuzhong District of Suzhou.According to the problem-solving idea of "raising problems,analyzing problems and solving problems",firstly,this paper introduces the basic situation of hazardous chemicals safety supervision in Wuzhong District of Suzhou from the perspectives of the establishment of hazardous chemicals safety supervision institutions and supervision measures;Secondly,through questionnaire survey and interview,this paper makes a preliminary analysis on the current situation of safety supervision of hazardous chemicals in this area,and finds that there are obvious supervision problems in important supervision links such as transportation,use and storage of hazardous chemicals;Then it analyzes the reasons from three aspects: the safety supervision system of hazardous chemicals in Wuzhong District,the function setting of supervision institutions and the construction of emergency rescue system.It is found that the last revision of the safety supervision system is long-term,which is easy to lead to falling behind the current development situation;The functions of the hazardous chemicals safety supervision organization are repeated,which is easy to lead to the phenomenon of "prevarication",thus affecting the supervision effect;The imperfect construction of emergency rescue system is easy to cause greater safety accidents.Finally,feasible countermeasures are put forward from the perspective of laws and regulations,regulatory institutions and the construction of hazardous chemicals life cycle system,which adds a possibility to improve the safety supervision ability of hazardous chemicals in Wuzhong District,Suzhou.
