| In the face of increasingly serious environmental pollution,resource shortage and other problems,China’s green and low-carbon transition has accelerated.Green technology innovation contributes to economic development on the basis of reducing ecological pollution and resource consumption,and can effectively promote the establishment and improvement of a green,low-carbon and circular development economic system.In view of the negative externality of environmental pollution,it is necessary for the government to formulate environmental regulation policies to restrict and encourage green technology innovation activities.Reducing the degree of resource mismatch can reduce the input of resource factors in the production process of enterprises,save costs and reduce pollution emission at the same time,which is another key way to promote green technology innovation.As a key area supported by the national strategy,the Yangtze River Economic Belt is an important benchmark for China’s green and low-carbon transformation.Therefore,the use of environmental regulation and resource mismatch to accurately and efficiently improve the green technology innovation level of the Yangtze River Economic Belt can provide references for the green development of China’s economy.This paper mainly studies the impact mechanism and effect of environmental regulation and resource mismatch on green technology innovation in the Yangtze River Economic Belt,systematically reviews relevant literature,and builds a theoretical analysis framework of environmental regulation,resource mismatch and green technology innovation.The distribution characteristics and regional differences of green technology innovation,environmental regulation and resource mismatch in the upper,middle and lower reaches of the Yangtze River Economic Belt were analyzed.On this basis,based on the panel data of prefecture-level cities and above in the Yangtze River Economic Belt from 2003 to 2019,the dynamic spatial Dubin model is used to empirically test the impact of environmental regulation and resource mismatch on green technology innovation,and further analyze the loss gap of green technology innovation caused by resource mismatch.Based on the above analysis process,the main research conclusions are as follows:(1)In general,green technology innovation,environmental regulation and capital resource mismatch in the Yangtze River Economic Belt show an upward trend,while labor mismatch shows a fluctuating downward trend;In terms of the difference of prefecture-level cities,the spatial difference of green technology innovation from 2003 to2018 showed a general trend of decline,showing the characteristics of convergence,and a certain rise in 2019,showing the characteristics of differentiation.(2)Environmental regulation promotes both local and neighboring green technology innovation,capital resource mismatching inhibits both local and neighboring green technology innovation,and labor resource mismatching inhibits and promotes both local and neighboring green technology innovation.(3)The moderating effect study found that the increase of government intervention intensity would enhance the inhibitory effect of mismatched green technology innovation of capital resources and weaken the inhibitory effect of mismatched green technology innovation of labor resources.(4)The effect decomposition results after adding the adjustment variables of government intervention show that environmental regulation can significantly promote green technology innovation in local and neighboring areas in the short term,but the long-term effect is opposite.The misallocation of capital resources inhibits the local and neighboring green technology innovation in the short term,but in the long term,it has a limited inhibitory effect on the local and promotes the neighboring areas.The mismatch of labor resources can promote green technology innovation in local and neighboring areas in the short term,and inhibit the neighboring areas in the long term.(5)The counterfactual analysis found that if the misallocation of capital resources is eliminated,the average green technology innovation level of the Yangtze River Economic Belt during 2004-2019 will be increased by 4.06%,and if the misallocation of labor resources is eliminated,the average green technology innovation level of the Yangtze River Economic Belt during 2004-2019 will be increased by 0.88%.The loss of green technology innovation caused by misallocation of capital resources is greater than that caused by misallocation of labor resources.The results of regional analysis show that the loss gap is the largest in the downstream region and the smallest in the middle region.According to the above research conclusions,the level of green technology innovation in the Yangtze River Economic Belt can be improved from the following aspects: moderately increasing environmental regulation intensity,formulating environmental protection policies for regional coordinated development,improving resource misallocation,formulating appropriate government intervention policies and improving innovation environment. |
