| Since the reform and opening up,Chinas industrialization process has been rising,but with the improvement of the level of industrialization,the environmental pollution problem has become more and more serious.Under the restriction of resources and environment,the extensive and high energy consumption economic growth model in the early stage of reform and opening up has caused serious damage to the ecology,and the economic growth is not sustainable.Yangtze River Economic Belt(YREB)is the most developed and active region in China.However,it is also facing severe pressure from the ecological environment,and the ability of sustainable economic development is tested.Environmental regulation is the inevitable requirement for the sustainable and high-quality development of the Yangtze River Economic Belt.Based on this background,this paper studies the impact of environmental regulation on economic growth in the YREB through qualitative and quantitative analysis.First of all,this paper reviews and sorts out relevant theories,and sorts out existing studies on the impact of environmental regulation,regional differences,and environmental regulation in the YREB.Secondly,related concepts and theories are elaborated,including defining the concepts,sorting out the theories of environmental regulation affecting economic growth,regional economic growth and regional sustainable development,and reviewing the mechanism of environmental regulation affecting economic growth.Thirdly,the evolution process of the strategy of the Yangtze River Economic Belt(YREB)is combed,and the current situation of environmental pollution,environmental regulation,economic growth,technological innovation and industrial structure in the whole YREB and the three regional levels of the YREB,middle and lower reaches are analyzed.Next,conduct the empirical study of its overall effect and mechanism for the Yangtze River Economic Belt as a whole and the three regional levels of upper,middle and lower reaches.Finally,the conclusions of the empirical part are sorted out and feasible policy suggestions are put forward for the Yangtze River Economic Belt and the Yangtze River Economic Belt.The conclusions of this paper are as follows: First,in the Yangtze River Economic Belt as a whole and in the upper,middle and lower reaches of the three regional levels,environmental regulation has a positive impact on economic growth.Second,scientific and technological progress can play a positive mediating effect of49%.Environmental regulation can promote technological innovation in the Yangtze River Economic Belt and bring "innovation compensation effect" to drive economic growth.At the three regional levels of the YREB,only downstream areas are not affected.Thirdly,the upgrading of industrial structure is significant on the whole level of the Yangtze River Economic Belt,and environmental regulation can promote the upgrading of industrial structure to promote economic growth.The upper and middle reaches of cities also show a significant intermediary effect.Based on the above research conclusions,this paper puts forward three policy suggestions: First,improve environmental regulations,coordinate planning and management of the Yangtze River Economic Belt,implement relevant policies and regulations of the Yangtze River Economic Belt,and scientifically legislate and strictly enforce the law,so as to provide basic guarantee for the coordinated development of economy and environment.Second,formulate differentiated environmental regulation policies in different regions,and formulate different environmental regulation policies for different situations in the upper,middle and lower reaches.Third,we should accelerate the promotion of technological innovation,improve the system for technological innovation,encourage technological innovation,implement the innovation-driven development strategy,and increase support for technological innovation.Fourth,promote the transformation and upgrading of traditional industries and foster emerging industries. |
