| The Fifth Plenary Session of the 19th CPC Central Committee pointed out that at present,China’s innovation ability can’t meet the requirements of high-quality economic development,and the whole society still needs to go all out on ecological and environmental protection.At the sixth plenary session,it was clearly proposed to make every effort to promote the construction of ecological civilization.Under the background of the new era,the traditional extensive economic development mode can no longer meet the needs of realizing the green and efficient development of economy and society.The report of the 19th national congress calls for strengthening the supervision and management of energy conservation and emission reduction,doing a good job in encouraging the vigorous development of clean energy,changing the single industrial structure,strengthening the development of industrial chain,following the concept of ecological construction and development,and finally promoting the development of green and low-carbon industries.At the same time,the Central Committee of the agricultural and Labor Party proposed to strive to make CO2emissions no longer increase by 2030,that is,to achieve carbon peak;Achieve carbon neutrality in 2060,which requires the government and industrial enterprises to take measures to make up for their own CO2 emissions through energy conservation and emission reduction and green innovation.The proposal of this work goal provides a basic basis for promoting the comprehensive green transformation of China’s economic development.The Yangtze River economic belt is the most important industrial corridor and modern service cluster in China.It is necessary to implement the requirements of national innovation driven development,promote scientific and technological innovation,change the mode of production,and finally form an all-round innovation and development system.These strategies require higher requirements for the measurement and analysis of the green innovation efficiency of industrial enterprises in the Yangtze River economic belt.The accurate measurement of the green technology innovation efficiency will help to realize the economic development of the Yangtze River Economic Belt in a more high-quality direction.Under the guidance of the innovation value chain theory,this paper constructs a two-stage green technology innovation efficiency measurement index system,draws lessons from the existing research methods,calculates the total efficiency of green technology innovation in the Yangtze River Economic Belt Based on the two-stage efficiency value,and finally uses the econometric model to analyze the influencing factors of the total efficiency of green technology innovation and put forward reasonable suggestions.Firstly,the main indicators are characterized based on the exploratory spatial analysis method.Secondly,the green technology innovation efficiency of industrial R&D stage and achievement transformation stage in 11provinces and cities from 2010 to 2018 is calculated by constructing super efficiency DEA model and super efficiency EBM model,and the temporal and spatial characteristics of the calculation results are analyzed and discussed by river basins.After summarizing the calculation results,this paper explores the utilization efficiency model of green technology innovation resources in various provinces of the Yangtze River economic belt.Finally,according to the above calculation results,the impact of the selected indicators on the total efficiency of green technology innovation is investigated.The measurement model is constructed with the overall efficiency of industrial green technology innovation as the explanatory variable and intellectual property protection(IPP),environmental protection intensity(ENV),industry university research cooperation(COO),government support(GOV),foreign investment(FDI),industrial upgrading(IND)and enterprise income(REV)as the explanatory variables.The empirical results show that:(1)the development trend of industrial green technology innovation efficiency value in the Yangtze River economic belt has the characteristics of fluctuating rise,and the overall efficiency value is low,the growth is slow,but there is a large room for improvement.The gap of green technology innovation efficiency among provinces and cities has also narrowed year by year;Among them,Zhejiang Province is at the leading level,but there is a small gap with Jiangsu Province,and the achievement transformation efficiency of Anhui Province and Zhejiang province exceeds the green R&D efficiency.At the basin level,the green R&D efficiency in the upstream region is higher than the overall green R&D efficiency,and its development trend shows the characteristics of first reducing,then fluctuating and rising,and finally maintaining stability.The green R&D efficiency value of the provinces in the middle reaches is the lowest,and the green R&D efficiency value of the middle reaches has been at a low level throughout the investigation period.Although the overall level of green R&D efficiency in the upstream region is high,the green achievement transformation efficiency in the upstream region is at the lowest level in the three watersheds.It shows that the upstream region has insufficient application of its R&D achievements.The region with the highest value of green achievement transformation efficiency is the downstream region.(2)Through the analysis of the transformation mode of green technology innovation efficiency in the Yangtze River economic belt,it is found that Sichuan Province,Yunnan Province,Guizhou Province and Anhui province belong to the green technology innovation mode with high R&D efficiency and low transformation efficiency.Zhejiang Province,Shanghai and Chongqing are green technology innovation models with high R&D efficiency and high transformation efficiency.Hubei Province,Hunan Province,Jiangxi Province and Jiangsu Province are green technology innovation models with low R&D efficiency and high transformation efficiency.(3)The level of intellectual property and environmental protection intensity have a positive impact on the total efficiency of green technology innovation.The higher the level of intellectual property and environmental protection,the higher the total efficiency of green technology innovation.In addition,the impact of innovation atmosphere,industry university research cooperation,government support,foreign investment and enterprise income on different regions is different,and the significance and direction are not consistent.Finally,according to the actual development of the Yangtze River economic belt,the corresponding countermeasures and suggestions are put forward. |
