Research On The Time And Space Distribution Of Environmental Treatment Costs And Benefits In The Yangtze River Economic Zone

As the mother river of the Chinese nation,the Yangtze River has bred more than40% of the countrys population.As China’s “golden belt” inland river economic belt,the regional GDP of 11 provinces and cities along the route accounted for more than 45% of the country’s total regional development.It occupies an insurmountable important strategic position in the pattern.However,the dual pressures of population burden and economic growth inevitably come at the expense of the environment.Various environmental problems have emerged behind the rapid economic growth.The daily consumption of personnel and industrial growth have led to an increasing discharge of various pollutants,and waste water,Chemical oxygen demand,and ammonia nitrogen emissions accounted for 43%,37%,and 43% of the country’s total.There are also serious problems of degradation of the ecological functions of the river basin,the relocation of heavy industries along the river,and continuous pollution.In order to alleviate the contradiction between economic development and ecological protection,in January 2016,General Secretary Jinping Xi stated at a symposium on the Yangtze River Economic Belt that "we must adhere to the concept of giving priority to ecology,green development,and focusing on large-scale protection and no large-scale development".And in June 2016,the "Outline of the Development Plan for the Yangtze River Economic Belt" was released,putting the improvement of the ecological environment in the first place in the development strategy of the Yangtze River Economic Belt.2020 will be a decisive year for the Yangtze River Economic Belt to achieve the first strategic goal proposed in the "Outline of the Yangtze River Economic Belt Development Plan".In the context of the country’s strong support for the ecological environment protection and construction of the Yangtze River Economic Zone,what are the comprehensive benefits of environmental governance costs to ecology,economy,and society? The regional characteristics of the Yangtze River Economic Belt as a whole and its environmental governance benefits are worth exploring.This article takes the relationship between "environmental governance costs" and "environmental benefits" in the Yangtze River Economic Zone as the research object.Based on the analysis of environmental governance theory,cost-benefit theory,and spatial distribution theory,this paper discusses the relationship between environmental governance costs and environmental benefits in the Yangtze River Economic Zone in terms of time and space.From the research subject,look up the environmental governance cost and environmental governance benefits and the relationship between the two,from the research perspective,focus on the government or enterprise’s environmental governance costs and benefits,and summarize the scholars’ DEA model method and comprehensive evaluation index system method Applications.Finally,it is determined that the government is the research perspective of environmental governance benefits.Using descriptive statistical analysis from time to time,a spatial Dubin model is established in space to study the temporal and spatial distribution of environmental governance costs and benefits in the Yangtze River Economic Zone.Through research,it is found that the environmental management of the Yangtze River Economic Zone has achieved initial results,but the pollution situation is still severe.The emissions of air and water pollution are still high.Due to the unbalanced industrial development,heavy industry shifts from downstream to upstream along the Yangtze River,and there is a clear gap in governance efficiency between the upper,middle and lower reaches of the Yangtze River Economic Belt.Affected by factor replacement and industrial transfer,in the long run,the government’s macro-environmental governance costs in the Yangtze River Economic Zone will bring positive environmental benefits to the region,but the government’s environmental governance costs have significant negative spatial spillover effects on environmental benefits.To achieve comprehensive ecological,economic,and social benefits depends on supporting regional technological progress and upgrading of the industrial structure.Therefore,in order to strengthen the green linkage development of the Yangtze River Economic Belt and maximize the benefits of environmental governance,it is necessary to further improve the Yangtze River Basin environmental governance system and legal system construction,optimize the top-level design of the Yangtze River Basin ecological environment governance,build the Yangtze River Basin ecological environment supervision information platform,broaden the funding channels for river basin governance and accelerate the popularization and application of high-tech environmental protection technologies in governance projects.Ensure that the comprehensive benefits of environmental governance are fully improved.
