Research On The Integrated Development Of Rural Revitalization And New Urbanization In The Dongting Lake Ecological Economic Zone

The relationship between urban and rural areas is the core problem that a country should solve in the process of modernization.The development of cities depends on the support of the countryside,and the revitalization of the countryside depends on the radiation of the city.R-r promotes the development of new urbanization by alleviating urban congestion and promoting ecological and environmental protection.New urbanization can promote the circulation of resources between urban and rural areas,so that r-r can be realized quickly and efficiently.R-r and new urbanization complement each other,and their coordinated development can further improve the rural economic structure,improve the living standards of rural residents,promote sustainable social and economic development in rural areas,promote balanced development between urban and rural areas,and provide strong support for the implementation of major national strategies.From the perspective of regional differences in the coordinated development level of rural revitalization and new urbanization,and on the basis of theoretical analysis of rural revitalization theory,new urbanization theory,dual economic structure theory,coupled coordination theory,etc.According to the National Rural Revitalization Strategic Plan(2018-2022),National New Urbanization Plan(2014-2020)and other contents,and following the research experience of previous scholars,the evaluation index system of R&N is constructed and the corresponding comprehensive score is calculated.The coordinated development level of R&N in Changsha(Wangcheng District)of Hunan Province,Yueyang City,Changde City,Yiyang City,and Jingzhou City of Hubei Province is also studied.First of all,this study takes four cities and one district within the Dongting Lake Ecological Economic Zone:Changsha(Wangcheng District)in Hunan Province,Yueyang City,Changde City,Yiyang City and Jingzhou City in Hubei Province were studied.According to the 20-word policy of rural revitalization,the evaluation indexes of the development level of rural revitalization were constructed from five aspects:"prosperous industry,livable ecology,civilized village style,effective governance and prosperous life".Based on the new development concept,an evaluation index for the development level of new urbanization has been established from five dimensions:innovation,coordination,green,openness and sharing.Secondly,the comprehensive development index of rural revitalization and new-type urbanization in four cities and one district of DT Lake Ecological Economic Zone from 2010 to 2020 is measured respectively.Except Changsha(Wangcheng District),the remaining four regions have similar development trends and alternate leading development levels.Then,the paper analyzes the temporal evolution characteristics and spatial agglomeration characteristics of the coordinated development level of R&N within the region.The development level of R&N varies in different regions and at different times.Finally,starting from the five aspects of government financial support,industrial development level,population urbanization level,infrastructure construction and residents’ living standard,the grey relational analysis is used to analyze the factors that affect the coordinated development level of the two in the region.From the above research process,it can be concluded that:from the perspective of time series coordination,the overall development level of R&N in DT Lake Ecological Economic Zone shows an increasing trend during 2010-2020;From the perspective of spatial coordination,the coordinated development level of Changsha(Wangcheng District)is relatively high,while the coordinated development level of Yueyang,Changde,Yiyang and Jingzhou is relatively low.The coordinated development level of R&N in DT Lake Ecological Economic Zone is different in space.Based on the empirical analysis results,corresponding policy suggestions are put forward.In order to improve the level of R&N in DT Lake Ecological Economic Zone and realize their coordinated development,scientific planning must be adopted to establish an efficient coordination mechanism,promote industrial transfer and interaction,promote the development of public services,and promote the rational flow of urban and rural population.
