Study On Problems And Countermeasures Of Rural Toilet Renovation In Dinggou Town,Jiangdu District

Rural toilets are related to the health,the quality of life,and the face and dignity of each farmer.In recent years,General Secretary Xi Jinping gave important instructions to the rural toilet renovation many times,requiring all localities to vigorously promote the rural toilet renovation as a major livelihood project.With the active promotion of governments at all levels,the orderly participation of the market and the coordination and cooperation of farmers,the rural toilet reform campaign has been carried out in full swing,and the results achieved have attracted worldwide attention.A large number of farmers’ toilets have changed from dirty and poor dry toilets in the past to modern sanitary toilets.However,the current situation of rural toilet renovation in Dinggou Town has also exposed various problems,which need to be studied and analyzed to seek countermeasures to improve the quality and efficiency of rural toilet renovation.Through methods of questionnaires and interviews,this paper conducted a survey of local farmers,town and village public servants,and construction unit personnel in Dinggou Town,to obtain a detailed understanding of the policy situation,the deployment and promotion of town and village,the construction situation of rural toilet reform,the use situation of renovated toilet,subsidy funds,farmers’ satisfaction and so on.This paper summarized and sorted out the problems in rural toilet renovation of Dinggou Town,such as slow progress in toilet renovation,management and protection issues after toilet renovation,poor construction service quality,high pressure on farmers to spend on toilet renovation,and opaque information on toilet renovation projects.This paper is based on Public Governance Theory,Collaborative Governance Theory,and Multi-center Governance Theory,and inspired by the social governance concept of"co-construction,co-governmance,and sharing" in the report of the 19th National Congress of the Communist Party of China.This paper takes the rural toilet renovation in Dinggou Town,Jiangdu District as the research object,visits and investigates the local rural toilet renovation situation,analyzes the deep causes of problems in reality,and then puts forward targeted countermeasures and suggestions for rural toilet renovation.This paper proposes the following countermeasures:strengthening publicity and guidance to cultivate a sense of coordination,making overall plans of rural toilet renovation and follow-up management and protection work,improving the market participation mechanism,widening funding sources for rural toilet renovation,in order to provide reference for improving and promoting the quality and efficiency of rural toilet renovation in Dinggou Town and other areas.
