The Dilemma And Path Of Collaborative Governance Of Rural “Toilet Revolution”

In the new era,China's "toilet revolution" in rural areas is an important measure to further promote urban and rural civilization and implement the country's major strategy of“rural revitalization”.It is also a basic project for people's livelihood.In recent years,the Party and the state have attached great importance to the construction of ecological civilization.General Secretary Xi Jinping has made important instructions on the renovation of rural toilets for many times,clearly emphasizing that the rural "toilet revolution" should be vigorously promoted as a major livelihood project.Local governments also responded positively to the call of the Party and the state,and a large-scale top-down toilet reform movement across the country was launched rapidly,and some notable achievements were made.For example,Zhejiang province took the lead in putting forward the project of "demonstration of thousands of villages and renovation of ten thousand villages",which became the demonstration and guidance of the national rural toilet reform movement."Toilet revolution" across the countryside,however,also exposed some problems in the process of collaborative propulsion,such as the main supplier of consciousness is not strong cooperative consciousness,rural supplier lack of overall planning and the overall system ensure the funds safeguard mechanism,rural supplier of single,rural supplier of the restriction of technical patterns,rural supplier supervision mechanism is imperfect,and so on.In view of the existing problems in the practice of toilet renovation in various places,it is necessary to find,analyze and solve the problems in the in-depth field investigation and study,so as to provide reference and guidance for the continuous promotion of rural "toilet revolution".Under the background of the new era,how to promote the rural "toilet revolution" effectively and continuously is a major problem that we must face and solve.Based on this,this article based on the 19 th big building," work,sharing " the important instructions of social governance structure,multi-center collaborative governance theory as the theoretical basis of full study,the author selected rural hometown supplier practice as a case,through field visits,questionnaires and interviews,understanding the reality of rural local supplier.Combining literature research summary,and then puts forward some countermeasures to advance the rural “toilet revolution”and the suggestion,such as: strengthen the propaganda guide to foster cooperative consciousness,strengthen the overall planning,system guarantee and multi-channel introduction and rational use of funds,strengthen research and development of technical guidance and promotion,improve supplier acceptance standard and supervision mechanism,etc.In order to the smooth progress in other areas of rural supplier work of zhenhai,inspired by the grassrootsgovernment change management concept,and provide the corresponding theoretical reference basis for grassroots government decision-making,promote rural supplier work more scientific,reasonable,thus cause the extensive concern of the government and the whole society,and promote social forces involved in the rural supplier.
