Research On Rural Toilet Renovation In X Town Of Shandong Province Under The Background Of Rural Revitalization Strategy

Although the toilet is small matter,it reflects civilization and affects people’s livelihoods.The rural toilet renovation is an important measure for the comprehensive implementation of the rural revitalization strategy,and it is related to the physical health and happy life of the general public.It is of great significance for achieving rural revitalization and improving rural living environment.And it also lays the foundation for further optimizing rural ecological environment and rural industrial structure.In recent years,governments at all levels have continuously introduced corresponding policies,and vigorously promoted the implementation of rural toilet renovation,achieving significant results,the rural living environment has been significantly improved.However,there are still several problems in the the way of construction,use,and management of rural toilet renovation.This article is based on literature analysis,questionnaire survey,and interview methods,using the new public service theory and governance theory to summarize the current situation of rural toilet renovation in X Town,Shandong Province.It deeply explores the problems and reasons of the rural toilet renovation in X Town,and proposes corresponding policy suggestions.The findings are as follows: X Town began implementing toilet renovation in 2016 and has significant achievements after several years’ efforts,the popularization rate of the rural toilets reached over 85%.Meanwhile the management mechanism has been established.The prominent problems include: deviation in farmers’ ideological understanding and low participation;drawbacks in the toilet renovation model and low utilization rate of toilets;Incomplete construction of infrastructure such as sewage pipelines and toilets’ houses;many management issues,and low public satisfaction.The reasons for these problems include:inadequate attention from grassroots cadres and inadequate publicity work;inadequate innovation mechanism and lack of advanced technology;insufficient coordination capabilities and lack of the linkage between various departments;imperfect management mechanisms and lack of long-term mechanism.On this basis,this article proposes the following targeted countermeasures and suggestions: increase publicity efforts by creating a promotional atmosphere,innovating promotional methods,and increasing typical demonstration drive;introduce innovation in toilet renovation models,technologies and operational models by drawing on Western experience;establish a coordinated mechanism to coordinate the collaboration of various departments,coordinate the construction and management of toilets and strengthen supervision;establish a long-term management mechanism by utilizing advanced technology and introducing a diversified management model.
