| "Small toilets,great livelihood".In recent years,with the strong support and promotion of the country,local governments at all levels have launched a magnificent rural "toilet revolution".After the renovation of toilets in rural areas,who will repair the broken toilets,who will pump out the feces when they are full,and how to manage daily maintenance.These issues are related to whether the achievements of the "toilet revolution" can be consolidated,and also to the happiness and security of farmers when using toilets.At present,many parts of the country are actively exploring the construction of a long-term management and maintenance mechanism for rural toilet renovation,striving to ensure that rural toilets are "satisfactorily renovated,used with peace of mind,well protected,and managed for a long time".Although the follow-up management and maintenance of rural toilet renovation have achieved certain results,in the process of promoting work,some areas still face problems such as "building without use,using without management,and lax management".In response to the problems in the follow-up management and maintenance of rural toilet renovation in practice,this article takes the follow-up management and maintenance of rural toilet renovation in D District of T City as the research object.It deeply understands the three stages of follow-up management and maintenance of local rural toilet renovation,from unmanned management,preliminary trial implementation in each town and street to the implementation of long-term management and protection in the entire district,as well as the specific situation of the "Five Haves" long-term mechanism.Using literature research,survey questionnaires,on-site interviews,and other methods,it is found that there is a lack of coordination among multiple subjects Insufficient management and protection funds,inadequate management and protection services,and non-standard sewage treatment are the main reasons for these problems.The analysis shows that the main reasons for these problems are inconsistent collaborative goals among multiple entities,inadequate financial guarantee mechanisms,lax supervision and assessment,and immature technological applications.Based on the theory of collaborative governance,four optimization paths for subsequent management and protection of rural toilet renovation are proposed: building collaborative goals through the government’s leading role,active participation of farmers and other social organizations,and reasonable market competition to achieve subsequent management and protection collaborative governance;The second is to ensure the long-term operation of subsequent management and protection by improving the government investment mechanism,raising social funds through multiple channels,and coordinating funds;Thirdly,by improving institutional guarantees,compacting regulatory responsibilities,and strengthening social supervision mechanisms,we can ensure standardized and orderly management and protection in the future;The fourth is to enhance the effectiveness of subsequent management and governance by strengthening technical guidance,scientifically selecting technological models,and applying "Internet of Things+technology" for intelligent management. |
