| The improvement of rural living environment is related to the improvement of rural residents’ living standard and happiness,and is an important topic of beautiful rural construction and an important content of the strategy of Rural Revitalization.The problem of rural toilets is an important factor restricting the improvement of rural living environment,the construction of beautiful countryside and the revitalization of rural areas.In 2017,Anhui province put forward the "three revolutions" of rural garbage,sewage,toilet treatment and reform,and took rural toilet reform as an important work in Anhui Province.Since the reform of toilets in rural areas began,remarkable results have been achieved,and obvious changes have taken place in rural living environment.However,the promotion of toilet reform is not smooth,and various difficulties and problems have emerged in the process,which has become the main obstacle to the full play of the achievements of rural toilet reform.If these problems cannot be solved,it will be difficult to achieve the expected effect.Therefore,it is necessary to seriously summarize the problems,carefully analyze the causes,and put forward countermeasures and suggestions,so as to provide a practical reference path for the rural toilet reform in W county.In view of this,this paper selects the w county with a large base of dry toilet renovation in rural areas,with plain and hilly landform.In South Anhui Province,the w county is taken as an example.The paper studies the rural village toilet reform implemented since 2017 by using the methods of literature,investigation,experience summary and comparative analysis.The multi center governance theory,collaborative governance theory and Smith policy implementation are used The theory of the process of the implementation of the policy,the role and status of the government,the market and the masses,as well as the measures taken and should be taken,are discussed.The author tries to summarize the problems existing in the current rural toilet reform based on the results of questionnaire,open interview and visit survey on the premise of fully and accurately mastering the current situation of rural toilet reform in W county,The paper analyzes the reasons of the problem and gives some suggestions.After research,this paper holds that the following problems exist in rural toilets reform in W County:from the government level,there are some problems such as insufficient attention paid by leading cadres,insufficient capital investment,ineffective implementation,policy publicity,unclear authority and responsibility of all departments,poor continuity and integrity of work,inadequate supervision and management,lack of mature management and maintenance mechanism,etc.;from the market level,there are some problems The problems of market guidance are not strong,market competition is not sufficient and market service ability is weak,and the spontaneity of participating in toilet reform from the perspective of the masses needs to be strengthened,the utilization rate of sanitary toilets is not high enough,and the standard of toilet use is not well understood.Therefore,the author thinks that the improvement of rural toilet reform in W county should be carried out from the following points:strengthening the cognitive level of leading cadres at the government level;broadening financing channels and increasing investment;enhancing the executive ability and paying close attention to the implementation of the work;enriching the publicity methods,encouraging the masses to participate actively;clarifying the division of work and refining the responsibilities;strengthening communication and connection to ensure continuity and integrity;The results of the toilet reform should be improved,such as improving the supervision level,giving full play to the actual effect of supervision,establishing and perfecting the long-term management and protection mechanism.At the market level,we should improve the mechanism of investment and profit,improve the market-oriented operation,strengthen the spirit of contract,seek common ground and save differences in cooperation,strengthen the fine management of enterprises and improve service ability.At the mass level,we should actively participate in the toilet reform,change the lifestyle,cultivate healthy living habits,be familiar with the instructions for the use of sanitary toilets and standardize the use of toilets.If the above points can be achieved,the rural toilet reform work in W county will surely achieve more remarkable results,and the living environment will surely go up to a new level,which will add a force that can not be underestimated for the construction of beautiful countryside and the realization of Rural Revitalization. |
