Research On Problems And Countermeasures In Rural Toilet Reform From The Perspective Of Collaborative Governance

"Toilet transformation" is a comprehensive promotion of rural revitalization strategy of the project,but also to improve the rural living environment of an important link,with the improvement of people’s living standards and the improvement of health awareness,toilets and people’s lives more and more close,more and more diversified,involving political,economic,geographical,cultural,man-made and other aspects.At present,the rural toilet renovation work mainly focuses on the necessity of toilet construction and the research and development of infrastructure equipment and manure treatment technology,and governments at all levels have promoted the process of toilet reform,although a certain degree of progress has been made,but from the analysis of the synergy between the various subjects of governance,including the diversification of policy publicity,the diversification of capital investment,the quality of enterprise products,the refinement of reconstruction and acceptance,the diversification of toilet reform goals,the long-term effectiveness of management and protection mechanisms,and the sustainability of ecological resources,etc.,but it has not been done enough,and it needs to be further strengthened.Therefore,studying how to coordinate the governance of all participants in rural toilet reform can solve the fundamental problems of rural toilet environment,so as to improve the level of rural living environment,and then realize the construction of beautiful countryside and ultimately achieve rural revitalization.Through the theory of collaborative governance,taking W Town of Tianshui City as the research object,this paper analyzes the questionnaire data and interview data through questionnaire survey method and interview method,and carefully sorts out the problems existing in the toilet reform,aiming at the problems existing in the early stage of toilet reform in W town,such as imperfect policies,single publicity methods,weak awareness of villagers’ participation,mutual blame in the process of toilet reform,lack of coordination among governance subjects,meticulous inspection and acceptance,backward manure disposal technology in the later stage of toilet reform,unimplemented management and protection mechanism,and insufficient capital investment.It will further improve the rural living environment,strengthen the construction of ecological civilization,optimize the follow-up management and management of toilets,effectively facilitate the toilet reform project for villagers,establish a long-term management and control mechanism in line with rural conditions,and give basic countermeasures in the governance of rural toilet reform.Based on the above goals,the collaborative governance of rural toilet reform needs to be solved urgently,and its significance lies in improving the sanitary environment of rural toilets,changing the production and life concept of villagers,improving the life satisfaction of villagers,and ultimately realizing rural revitalization on the basis of promoting the construction of rural civilization.
