Study On Rural Toilet Renovation In Area P Of Harbin City

With the further implementation of the national rural revitalization strategy,the country attaches great importance to the "toilet revolution" in rural areas as a livelihood project of great significance to comprehensively promote rural revitalization.The study of rural toilet renovation can improve the sanitary environment of rural toilets,change the production and life concept of villagers,improve the life happiness index of villagers,promote the construction of rural civilization,so that villagers can enjoy the fruits of modern civilization.In recent years,rural toilet renovation has achieved initial results,but under the influence of various factors,some problems in the process of rural toilet renovation are gradually exposed.The promotion of rural toilet renovation is not a matter to be completed by the government alone,nor is it only a matter of farmers’ families.It is a matter of the government,society,market and villagers working together to promote the completion of this work.Therefore,actively solving the difficulties facing the current rural toilet upgrading can provide reference for the next step to actively and prudently promote the rural toilet upgrading work.With the help of network governance theory,this paper makes a targeted analysis and research on the current situation of rural toilet reconstruction in P District of Harbin City by comprehensively using three methods: literature research,interview and questionnaire.It can be concluded that there are some problems in the process of rural toilet reconstruction in P District of Harbin,such as slow progress of reconstruction work,low utilization rate after reconstruction,inadequate follow-up management and uneven quality of reconstruction.On this basis,based on the network governance theory and combined with the actual investigation,this paper analyzes the causes of rural toilet reconstruction in P District of Harbin City,which mainly include incomplete participation of multiple subjects in rural toilet reconstruction,lack of connection among various subjects in rural toilet reconstruction,unsound responsibility mechanism for rural toilet reconstruction,and insufficient capacity of relevant subjects in rural toilet reconstruction.Finally,according to the actual situation of rural toilet reconstruction in P District of Harbin City,countermeasures and suggestions for future improvement were put forward,including improving the network framework of rural toilet reconstruction,strengthening the communication among the subjects of toilet reconstruction,improving the responsibility mechanism of rural toilet reconstruction and enhancing the ability of the subjects of rural toilet reconstruction,hoping to provide useful reference for the next rural toilet reconstruction work in P District of Harbin City.
