Study On Construction And Application Of Evaluation Index System Of Grassland Ecological Management Efficiency

Transforming the advantages of the ecological management system into management efficiency is an important part of China’s efforts to promote the modernization of management capabilities,an important part of the work needed to achieve a "people’s better life",and an inevitable requirement for promoting the construction of ecological civilization and achieving the strategic goal of a socialist modern power.Improving the efficiency of grassland management is an important part of achieving the goal of building a beautiful China,meeting people’s needs for a beautiful ecological environment,accelerating the pace of ecological civilization construction in China and realizing ecological sustainable development.On the basis of the existing researches on grassland ecological management,this paper analyzes the strategies of improving grassland ecological management efficiency from two aspects: grassland ecological management input and grassland ecological management effect,formulates the corresponding evaluation index system of grassland ecological management efficiency,determines the weight of each index by combining structural equation model,and selects the data of 23 provinces,municipalities and autonomous regions responsible for grassland ground monitoring in China,and compares the performance of grassland ecological management efficiency horizontally and vertically,striving to form a comprehensive,dynamic,comprehensive and objective evaluation index system of grassland ecological management efficiency.First of all,the research contents and methods are further clarified by combing the existing data about ecological management efficiency,grassland ecological management and the application of structural equation in ecological management research.At the same time,the concepts of ecological management efficiency,grassland ecological management,grassland ecological management efficiency and so on are defined,and the related theoretical basis is clarified.Secondly,based on the theoretical model and index system construction principle of grassland ecological management efficiency evaluation,15 evaluation indexes of grassland ecological management efficiency were constructed from two aspects of grassland ecological management input and grassland ecological management effect.At the same time,the present situation of grassland ecological management in the study area is analyzed from the input and effect of grassland ecological management.Thirdly,based on the panel data of 15 evaluation indicators reflecting the performance process of grassland ecological management from 2010 to 2017,the structural equation model was constructed to verify the suitability of the evaluation index system of grassland ecological management efficiency,and the results showed that the proposed index system model matched well,indicating that the evaluation index system of grassland ecological management efficiency designed in this paper is reasonable.Based on the path coefficient of the model,the weights of each index were determined,and the evaluation grade standards for grassland ecological management efficiency were formulated,and the grassland ecological management efficiency of the area responsible for grassland ground monitoring in China was evaluated from horizontal and vertical comparison.The evaluation results show that: from the horizontal comparison in 2017,the grassland ecological management efficiency of 23 provinces,municipalities and autonomous regions in China is generally high,while five of the six pastoral areas in China rank first,indicating that most areas in China have invested a lot of grassland ecological management elements and achieved good grassland ecological management effect,but the grassland ecological management efficiency has not reached a very high level.From the longitudinal comparison of six prairie areas from 2010 to 2017,the management efficiency tends to be gradually improved,which indicates that the grassland ecological management efficiency shows a fluctuating upward trend in the longitudinal time dimension,which is in line with the long-term and gradual trend of China’s ecological management efficiency.Finally,combined with the evaluation results and the realistic basis of grassland ecological management in China,in order to improve the efficiency of grassland ecological management in China,from the aspects of policy suggestions and safeguard measures to improve the efficiency of grassland ecological management,it is proposed to fully provide grassland ecological water,increase the investment in management funds,improve grassland management facilities and equipment,establish at hird-party management evaluation mechanism,build a multi-management force co-management mechanism,and strengthen the grassland ecological supervision mechanism.
