With the continuous development of China’s industrial economy,in particular,under the situation of the state of China’ economic development slowdown,and into the "new normal",the imbalance of economic growth and environmental protection,and the fragile ecological environment have become increasingly prominent.So,evaluating the environmental efficiency scientifically and reasonably and making targeted effective policies is very meaningful for improving the environmental efficiency and realizing the coordinated development of economy and environment.Firstly,this article introduces the environmental efficiency,and analysis the influencing factors of environmental efficiency and its mechanism qualitatively,at the same time,introduces some theoretical knowledge of the structural equation model,as well as the analysis process and its’matters needing attention,all of these provide a theoretical basis for the construction of environmental efficiency evaluation model.Secondly,based on the principle of establishing evaluation index system of structural equation model,it establishes evaluation system of the environmental efficiency,which includes the regional development level,industrial structure,environmental regulation,technological innovation capability,opening degree,following the principle of establishing structural equation model,meanwhile,it also establishes the hypothesis about the influence factors of environmental efficiency,and the initial model of environmental efficiency evaluation,combined with the pre-phase theoretical analysis.Thirdly,this paper gets the results of fitness index value of the initial hypothesis model by operating the AMOS software,and compares it with the fitting criteria,after dealing with the original data with the SPSS software,and then,revises the model according to the model results of the correction index MI,and gets a higher degree of environmental efficiency evaluation model finally.In this paper,the original hypothesis is tested,and the influence of the 5 factors on the environmental efficiency is analyzed also,according to the results of the final model,and it calculate the final score of environmental efficiency in the eastern,central and western regions of China in 2003-2013,after the weighting coefficient of each factor was obtained by normalization method.The results shows that the level of regional development,the ability of technological innovation,and the degree of opening to the outside world have positive effects on environmental efficiency,and among them,the level of regional development has the biggest influence on the environment efficiency,technological innovation capability second,the third is the degree of opening to the outside world;Inversely,the environmental regulation and industrial structure have negative effects on environmental efficiency.In the final score of environmental efficiency,the environmental efficiency score of the eastern,the central and the western is increasing year by year,and the eastern region has the highest score of environmental efficiency,followed by the central region,the lowest is the western region.Finally,this paper summarizes the research contents,and provides some suggestions to improve the efficiency of industrial environment in China.
