With the rapid development of China’s economy,urbanization and industrialization process.The long-term extensive economic development model has a serious impact on China’s resources and environment,and the ecological environment problem is becoming increasingly serious,which has attracted the attention of our government.The research of ecological efficiency has become a hot issue nowadays.The effective evaluation of ecological efficiency helps to find the unreasonable situation of resource allocation,ecological environment and energy utilization in production activities.Only by continuously improving the level of ecological efficiency can we better promote sustainable economic development.This paper selects 14 cities in Hunan Province as the research object,and selects2009-2018 as the research period.Firstly,the development status of Hunan Province is described and analyzed from the aspects of economy,resources and ecological environment.Then,the appropriate indicators are selected from the three aspects of economy,resources and environment,and the ecological efficiency evaluation system is constructed.At the same time,in order to avoid the high correlation between environmental indicators and affect the accuracy of the measurement results,this paper uses the entropy method to synthesize the environmental indicators into the comprehensive environmental index.Then,this paper uses super efficiency SBM-DEA model to dynamically analyze the ecological efficiency of cities in Hunan Province.Based on the measurement results of ecological efficiency,this paper selects six aspects of economic development level,urbanization level,industrial structure,science and technology development level,opening level and environmental protection investment level as influencing factors,and uses panel Tobit model to make regression analysis of ecological efficiency in Hunan Province.Finally,based on the above research results of ecological efficiency,this paper puts forward corresponding policy suggestions for the development of ecological efficiency in Hunan Province.The research results of ecological efficiency show that the ecological efficiency level of Hunan Province is low,and its average ecological efficiency value is only0.862.In terms of time series,the whole province first increased and then decreased slightly,showing an upward trend,indicating that Hunan Province is moving towards a green development model.Specifically,the average ecological efficiency of Changsha City reached 1.710,the lowest Xiangtan City was only 0.591,a difference of 2.89 times.This shows that the level of ecological efficiency is unbalanced in regional development.Based on Malmquist dynamic point of view,total factor productivity in Hunan Province showed a downward trend,with an average annual decline of 1.4 %.From the index decomposition,the decline of production technology is the main reason for the decline of total factor productivity in Hunan Province.Thus,Hunan Province should vigorously develop science and technology to promote the level of ecological efficiency.From the perspective of influencing factors of ecological efficiency,the level of economic development and environmental protection investment have a positive role in promoting ecological efficiency,and the level of environmental protection investment has a greater impact on ecological efficiency.The level of opening up and industrial structure have a significant negative effect on ecological efficiency.The level of urbanization and science and technology development have no significant effect on ecological efficiency.According to the results of this study,the policy recommendations are as follows.(1)Optimizing the regional industrial structure and vigorously promoting the upgrading of industrial structure.(2)Coordinate regional balanced development and narrow regional development differences.(3)Promote rational and effective allocation of resources to avoid excessive loss and waste of resources.(4)Vigorously promote the development of science and technology,promote clean and efficient energy research and development.(5)Increasing financial investment in environmental protection and vigorously supporting the development of environmental protection industry.(6)Guiding citizens to establish environmental awareness and gradually cultivate citizens’ green consumption concept.(7)Reasonable opening up,guide foreign investment effectively improve the quality of economic development.
