Comprehensive Evaluation Of Ecological Civilization Level And Research On Ecological Civilization Efficiency In China

With the rapid development of the economy and the continuous advancement of the industrialization process,a series of ecological and environmental problems have followed.The uncontrolled development and utilization of natural resources,fossil energy and water resources by human beings has led to an increasing shortage of natural resources,unstoppable global warming,and serious degradation of ecosystems.How to achieve sustainable development has become a global problem.To solve this bottleneck,we must realize the transformation from industrial civilization to ecological civilization.Under this background,China proposes to establish the concept of ecological civilization that respects nature,conforms to nature,and protects nature,promotes the construction of ecological civilization,and gradually raises it to a strategic level.To effectively promote the construction of ecological civilization,we must grasp the current status and problems of construction in a timely manner and formulate development strategies in a targeted manner.Therefore,scientific and reasonable evaluation of the construction of ecological civilization is an important prerequisite and basis for promoting the construction of ecological civilization.The research content of this article mainly includes six parts: The first part is to sort out and summarize the existing research results at home and abroad;The second part is to introduce the related theory of ecological civilization;The third part is to build an evaluation index system for the level of ecological civilization construction from five areas:economy,system,society,culture,and environment;The forth part is using the "vertical and horizontal" open-grade model,to evaluate the ecological civilization level of China from 2004 to 2017 of 30 areas（except Tibet,Hong Kong,Macao and Taiwan）from the aspects of time trends and regional differences;The fifth part is to measure the efficiency of China’s ecological civilization construction by using the undesired output SBM model and Malmquist-Luenberger index model.At last,summarize the conclusion of the empirical research,and put forward corresponding policy recommendations based on the actual situation in China.The research results show that the ecological civilization level of China was greatly improved,but it presents characteristics of regional differences that decrease from east to west;The level in the fields of economy,system,society,culture,and environment hasbeen significantly improved,but some regions have obvious shortcomings in individual areas;The ecological civilization efficiency has also been improved,but its development process has fluctuated.Therefore,to further promote the construction of ecological civilization in China,we must make up the shortcomings of ecological civilization in various regions,and then promote coordinated development among regions.Promote all-round development in all areas,and then improve the level of ecological civilization.Using technology as the internal driving force to lead the improvement of the efficiency of ecological civilization.
