| At present,research on the evaluation system of enterprise safety management level mainly focuses on the overall analysis of the enterprise,without distinguishing the issue of different levels of understanding of evaluation indicators.This has led to the pressure of improving enterprise safety management level being concentrated on grassroots practitioners,resulting in a slow improvement speed of enterprise safety management level.The paper defines the three levels of enterprise security management,namely the decision-making level,management level,and execution level,as the security development index,and takes the security development index as the research object to study the evaluation indicators,weight determination methods,and comprehensive evaluation.Through literature review,the paper analyzed the current research status both domestically and internationally in the field,introduced common security management evaluation systems,and discussed the selected security management indicators.The structural equation model was used to determine the weights of the three levels,and finally a coupled comprehensive evaluation was conducted.The paper constructs an evaluation system for the security development index,including 6 core indicators and 24 secondary indicators.The indicators are simplified into 6 core indicators and 23 secondary indicators through factor analysis.The structural equation model is used to determine weights for three levels,and finally,the security development index is evaluated and graded using multi-level coupling evaluation,TOPSIS method,and rank sum ratio fuzzy joint evaluation,Establish a complete safety development index evaluation system.In application research,12 representative units of steel enterprises were selected as evaluation objects.Based on the constructed safety development index evaluation system and structural equation model,safety development index evaluation was conducted on 12 representative units of steel enterprises to verify the reliability and practical applicability of the constructed model.The results show that the representative unit levels of the 12 steel enterprises are in the dependent supervision stage,which is consistent with the actual situation of the representative units of the 12 steel enterprises.The evaluation process and results can effectively improve the safety management level of the three levels of enterprise safety management.On this basis,it provides a theoretical basis for the development of lightweight applications based on the enterprise security development index evaluation system,which to some extent solves the problem of enterprises being unable to clearly understand the level of security management at all levels. |
